Program Analyst (MWR Programs) NF-05
Summary This position is located at MWR IMCOM Support Office - Training. Please see Additional Information for COLA, PCS Information and Telework/Remote Work Eligibility. Responsibilities Evaluates overall MWR NAF revenue-producing operations to identify problems and recommend effective and economical ways to solve problems, meet needs, and produce efficiencies. Recommends and develops future MWR programs and activities. Analyzes policy issues and develops programs, policies, procedures and practices that promote economy, efficiency and effectiveness in MWR operations. Develops deadlines and projects. Reviews and develops proposed changes in directive, including the identification and analysis of issues, evaluation and presentation of alternative, implementation of decisions, monitors and analyzes follow-up actions. Acts as a technical expert in a professional field; uses in-depth specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods. Keeps supervisor informed, but resolves most conflicts that arise. Interprets on own initiative; completed work reviewed for feasibility, effectiveness and compatibility with other work. Frequent contacts outside the organization in unstructured settings to influence or control decisions outside the organization. Assists in the formulation of budgets. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Minimum qualifications: (*The experience or the combination of experience and education must be reflected on your resume and supporting documentation such as transcripts, degrees, diplomas, etc. must be uploaded at the time of application to be considered eligible for this position.*) Managerial or supervisory work experience of the caliber described above that demonstrates comprehensive analytical skills and acquired formal training in financial analysis and financial management systems. (The work experience must be equivalent in difficulty and complexity to the next lower grade level.) Must possess good oral communication and writing skills. Strong organizational skills are required. Must be able to manage multiple concurrent projects effectively and present ideas and proposals to a variety of audiences. Knowledge of standard office software such as word processing, graphics presentation, spreadsheet and e-mail. * Preferred are those candidates that process 4 years experience in MWR operations and / or financial management programs that provided a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations. A Graduate degree in finance, accounting, or business is also preferred, however; adequate training and experience can be an acceptable substitute. Highly Preferred Criteria: (*The experience must be reflected on your resume at the time of application to be considered a highly preferred candidate.) Applicants who possess the following will be considered Highly Preferred: Experience with Non Appropriated Fund (NAF) CAT C business programs, to include business planning, budget development, personnel management, and financial management for at least 3 years or more. Experience of MWR Reinvestment planning to include CPMC, NAF Major Construction for a minimum of 2 years, AND 5 year planning for life cycle replacement experience. At least 1 year of work experience managing or directing one or more MWR Business activities (Golf, Bowling, or Food & Beverage) for a Garrison. Work experience directly related to Army NAF for at least 5 years. ***Applicants who meet the minimum qualifications and "Highly Preferred Criteria" will be referred to the selecting official for consideration first. PCS Costs: Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Telework / Remote Work: Upon successful completion of initial training and the determination of satisfactory performance, telework or remote work may be offered in accordance with agency policy. Pay-Band (NF or CY) Allowances and Differentials: This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander.
