Program Analyst (Project Controls)
Summary About the Position: You will serve as a Senior Project Scheduler of the Project Controls Team performing support of project management, control, coordination, and execution for District programs and projects utilizing the Project Management Information System (PROMIS). Responsibilities Manage the day-to-day operation and technical support of PROMIS for the District's Project Controls Team. Work with Program and Project Managers, Program Analysts, and Resource providers to establish policies and guidance to ensure that all projects in the District are identified and correctly entered into PROMIS. Manage policies and procedures for Program and Project Managers on the best way to set up project schedules. Perform broad-scope and long-range program and project management studies for management and refines business quality processes using the PROMIS system. Administer the assignment of user permissions and rights to appropriate project and program managers. Create, conduct, and oversee formal and informal training classes within the District on the operation and implementation of the PROMIS system. Prepare a wide variety of project management reports for upward reporting, monthly project status reviews with customers, monthly PDB briefings, and other project data call as required. To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes serving as the Senior Project Scheduler of the Project Controls Team; performing support of project management, control, coordination, and execution for District programs and projects utilizing the Project Management Information System (PROMIS) in accordance with the Project Delivery Business Process (PDBP) and data quality standards, with responsibility for the Primavera and Enterprise Data Warehouse (EDW) applications; providing services such as planning, scheduling, estimating, budgeting, change management, and risk management; ensuring project objectives, milestones, and budgets are accomplished within program objectives and metrics and adhere to local and regional PROMIS standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
