The following are the duties of this position at the full working level. As a member of a team participates in the strategic planning and execution of technology initiatives, drives the alignment of technology integration efforts with overarching organizational goals and priorities, oversees the entire project portfolio, ensures the effective management of multiple technology integration projects simultaneously, and prioritizes projects based on organizational needs, strategic objectives, and agency priorities. Foster cross-functional collaboration with internal and external stakeholders by actively engaging with various business units to promote holistic solutions across the organization to understand their needs and expectations regarding technology solutions and drive the development and implementation of innovative solutions to enhance taxpayer and employee experiences. Develops, modifies, or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities and manages, leads, or administers project resources. Monitors project activities and resources to mitigate risk and implements or maintains quality assurance processes and makes improvements, solves problems, or takes corrective action when problems arise. Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables. Responsible for use case selection, prioritization, evaluation and monitoring, risk analysis, quality management and resource allocations while monitoring compliance with laws, regulations, policies, standards, and procedures. Applies advanced analytical methods to conduct thorough assessments of project data, requirements, and impacts. Identifies project documentation requirements or procedures and develops and implements product release plan. Provide expert analysis and insights to guide decision-making and enhance project outcomes. Proactively identify, assess, and mitigate risks associated with complex technology projects. Continuously identify opportunities for process improvement and efficiency gains in technology integration efforts. Determines the appropriate stakeholder and prioritizes new or improving existing technology, applications, or processes to meet organizational requirements and assists with product development to define project scope, requirements, and deliverables. Prepares briefings and comprehensive reports on the technology project portfolio. Present findings and recommendations to senior leadership, analysts, and stakeholders providing strategic insights and updates. Gives presentations or briefings on all aspects of the project and participates in phase, milestone, and final project reviews. Identifies project documentation requirements or procedures and develops and implements product release plan. Leads the development and delivery of training, technical guidance, polices and processes on new or existing technology. Performs other duties as assigned. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative. Experience with management and organizational principles to apply to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management to evaluate complex projects and studies, and the ability to identify problem areas, trends, deficiencies and other similar factors affecting operations; budgeting methods and techniques to prepare analyses and estimates. Experience with oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
