PROGRAM ANALYST (SMART GRID ENERGY)
Summary You will serve as a PROGRAM ANALYST (SMART GRID ENERGY) in the Facilities Energy Operations Center in the Public Works Business Line, Utilities and Energy Management Product Line of NAVAL FAC ENGR CMD EUROPE Africa Central, located in Capodichino, Italy. Responsibilities You will collect, maintain and analyze Enterprise Industrial Control Systems (ICS) data, electrical meter data, and service work tickets. You will perform analysis of building and utility components, to include recommending parameters to optimize system performance and reduce energy consumption You will manage the generation of reports displaying historical trends of emergency operations and security data. You will develop energy related metrics and metric reporting. You will evaluate whether facilities are operating in the most efficient and economical manner by measuring their performance against targeted baselines. You will identify courses of action to take for repairs, maintenance, and facility issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing facility, utility, energy and service work data by utilizing existing systems to collect data and establish standard to measure and evaluate performance. 2) Developing energy related metrics and trend reporting to monitor data and recommend solutions to resolve interrelated energy problems and vulnerabilities. 3) Analyzing various operation systems (i.e. Heating, Ventilation and Air Conditioning, Supervisory Control and Data Acquisition, and Enterprise Industrial Control Systems) to monitor utility operations. 4) Performing comprehensive studies related to the methods of operations, production problems, work standardization, facilities and equipment to implement effective solutions. PHYSICAL DEMANDS: Work is primarily in an office type environment and accomplished at a computer terminal and keyboard requiring manual dexterity and transcribing telephone or written requests into computer system format. Use of other office type equipment may be required including but not limited to copying or fax machines. Travel 10%: Travel throughout the Hampton Roads area by ground vehicle, to include air travel throughout NAVFAC EURAFCENT AOR, may be required. Work requires the employee to drive a vehicle. WORK ENVIRONMENT: Work is usually performed in an office setting environment that is adequately lighted, heated, and ventilated; however, work is mechanical spaces should be expected. Although it is an office environment, it may frequently be fast-paced and stressful. The incumbent must be able to work quickly, efficiently and accurately under pressure to accomplish assigned tasks within deadlines. This position is Telework eligible, ad hoc situational at the discretion of Business Line Leadership.
