PROGRAM ANALYST (TITLE 32)
Summary This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number D1911P01 and is part of the NC G3, National Guard (G3 Training Branch - Budget / 1421-116). Responsibilities As a PROGRAM ANALYST (TITLE 32), GS-0343-9, you will develop sampling plans and procedures for validating unit/activity accountability and inventory certifications; independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives; evaluate unit and organizational effectiveness; develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations; collectively evaluates management effectiveness of property management functions and informing management of their programs; coordinate and/or conducts management studies of organization, staffing, work measurement, methods, or procedures; apply statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives; interpret a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices; provide USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property; advise the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation; recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date; recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports; manage the evaluation program to ensure required actions are tracked and completed; perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Enlisted (SSG to MSG) MINIMUM REQUIREMENTS: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Education You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
