PROGRAM ANALYST (TITLE 5)
Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a PROGRAM ANALYST (TITLE 5), Position Description Number T5115000 and is part of the FL SMO, National Guard. Responsibilities As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will conduct studies of work processes and procedures. Identify problems, review production standards, and make tentative recommendations for problem resolution. Independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develop recommendations to correct deficiencies or suggest program or process improvements for the organization. Plan and design procedures to improve organizational effectiveness and efficiency. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Program Analyst. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management.
