Program and Budget Senior Advisor

Tuvli, an Akima company, is hiring for a Program and Budget Senior Advisor to support our DoS client located in Washington, DC. Program and Budget Analyst needed to support budget coordination, process management, financial analysis and management, and data visualizations. Maintain and update budget systems and databases and support data entry and analysis to resolve anomalies and discrepancies is budgetary data. Plans, organizes, and provides oversight for programs/activities funded with foreign assistance resources; and assist Strategic Planning Officers with the alignment/attribution of resources and strategic direction.
Will track and work with spreadsheets/databases by entering fiscal budgets in the appropriate database/ spreadsheet and will assist with other budget tasks such as: tracking budgets, obligations, and expenditures, and ensuring programs meet legislative and policy goals. Attending budgeting and planning meetings and communicating with US posts and interagency partners. Will support creation of templates for the country-specific foreign assistance budgets; ensure due dates are met; assist in coordinating ACE and post submissions to the Office of Management and Budget; and work with the budget analysts to compare budget and attribution levels. May travel internationally one to two times per year.
**Responsibilities**
+ Coordinates and tracks U.S. foreign assistance funds and their alignment to U.S. policies in support of reform priorities for the Bureau, bilateral, and regional assistance to countries in Europe, Eurasia, and Central Asia
+ Coordinates inter-agency budget process between all U.S. government agencies receiving foreign assistance funding
+ Maintains the office’s budget information systems and records, including to correct and updates the data contained in those systems
+ Meets with appropriate staff to identify and resolve problems or conflicts; makes recommendations on how to improve the use of foreign assistance resource
+ Analysis and resolution of budgetary data to reconcile various data and sources
+ Assists with the analysis of data, including entering and validating data
+ Reviews foreign assistance trends to determine how resources should be allocated for programs
+ Assists budget team with presentation of analyses of foreign assistance needs, trends, opportunities, and overages in Europe, Eurasia, and Central Asia
+ Develops, implements, and maintains leading-edge analytics systems, taking complicated problems and building simple frameworks ·
+ Identifies patterns and trends in data sets
+ Works alongside other divisions/teams within the department or the management team to establish needs
+ Provides administrative, troubleshooting reporting, and tasks for Salesforce and other cloud-based systems
+ Monitors and responds to emails directed to shared mailboxes
+ Provides guidance on applicable programming in support of global key issues and directives (legislative and administrative)
+ Prepares briefing checklists, letters, reports, agendas, talking points, meeting minutes, and responses to interagency inquiries
+ Designs databases or data collection tools (e.g., survey instruments)
+ Assists in the creation or review of research reports, briefs, studies, infographics, and PowerPoint presentations
+ Edits program documents and memos
+ Maintains core documents and other information related to the program
+ May travel one to two times a year
**Qualifications**
+ Bachelor’s degree (in related field) and/or 10 years’ experience in International Affairs/Foreign Policy, Business Management, Social Science, Information Technology, Accounting, or other related fields
+ Over 10 years’ experience in International Affairs/Foreign Policy, Financial Management, and Accounting
+ Over 10 years of experience in writing (clear, concise, and logical writing to produce memos, briefs, or PowerPoint presentations)
+ Experience working with data/financial management and visualization projects within the Department of State or U.S. Agency for International Development (or another agency providing foreign assistance)
+ Extensive experience briefing senior officials and making recommendations, including leading and project management
+ Demonstrated experience with Department of State foreign assistance data and information systems and process, including the Foreign Assistance Data Review (FADR), ARIBA, MyGrants/State Assistance Management System (SAMS), Foreign Assistance Coordination and Tracking System (FACTS Info), and the Global Financial Management System (GFMS)
+ Experience with SharePoint, Excel, and other Microsoft office applications
+ Active Secret Clearance
**Pay Range**
177,000 - 182,000
