Program Coordinator II
The Military Division (Massachusetts National Guard) is seeking a professional for the role of Program Coordinator II. The selected candidate for this role will be responsible primary purpose is to provide production control to ensure effective and efficient use of manpower, materials, and equipment related to facility maintenance and management. Position is located out of Camp Edwards, MA on Cape Cod. The basic purpose of this work is to act as the central point for Operations and Maintenance mission of Camp Edwards. The ideal candidate will have experience construction and inventory data. *_Duties and Responsibilities_* * Performs the operational duties of the Construction Facilities Management Office (CFMO) Work Control Center which provides a central point for information vital to the accomplishment of the Operations and Maintenance mission. Monitors and controls the flow of work to ensure that the most economical and efficient use is made of personnel, funds, material and equipment. Establishes in-house maintenance and repair priorities and collates requirements with available resources. Controls the assignment and utilization of vehicles and equipment assigned to the CFMO in support of scheduled work. Conducts reviews of work processes, workflow, notes problems, and recommends improvements to the supervisor. * Maintains a backlog of essential maintenance and repair requirements. Inventory data must reflect conditions, amount, type and descriptions of all facilities. Ensures that maintenance, repairs and minor construction work required in the foreseeable future is identified and programmed for in-service or contract accomplishment. * Monitors the status of the Recurring Maintenance Program accomplished by in-service personnel and by contract. Recommends recurring maintenance actions above the capability of the in-service or contracted personnel resources. * Evaluates maintenance and repair requests for urgency, and schedules work/production accordingly. Prepares work orders/job orders and introduces materiel requirements into the supply system in accordance with programmed start date. * Reviews work requests for validity, accuracy, and feasibility; and controls work request documents during processing and approval stages. Refers work order requests that are not in compliance with established National Guard/State policy or regulation to the supervisor, with recommended changes or proposed action. * Maintains current status of all maintenance work in progress, programmed for future accomplishment, or in work stoppage status. Identifies and documents maintenance support problem areas; and performs follow-up action. Receives, responds, and/or routes incoming communications, as appropriate. Adheres to internal communications routing procedures and provides or oversees timely response or action. * Interfaces with the CFMO Budget Analyst to ensure availability of funds for current, future and recurring maintenance projects. *_ABOUT OUR AGENCY_* The Massachusetts Guard has a unique dual mission, with both federal and state responsibilities. During peacetime, Guard forces are commanded by the Governor through the State Adjutant General. The Governor can call the Guard into action during local or state-wide emergencies, such as storms, floods, blizzards, and civil disturbances. In addition, the President of the United States can activate the Massachusetts National Guard to participate in federal missions. We are composed of full-time and part-time Soldiers and Airmen, as well as civilians, who together serve the Commonwealth and country. *_Desired Essential Skills and Qualifications_* * Knowledge of and proficiency with Microsoft Office, Excel, Word, PowerPoint, Access, and financial work sheets. * Knowledge of organizational structure, base support areas, installation procedures and processes for work order processing to compile, correlate and consolidate requirements. * Skill in information management and writing abilities. * Ability to independently plan and organize work and conduct professional courtesy when dealing with personnel and agencies. * Skill in preparing, analyzing, and evaluating reports and reports. Ability to communicate clearly and concisely both orally and in writing. * Skill in following new or modified work methods, organizational structures, management processes, and/or program administration procedures. ** *First consideration will be given to those applicants that apply within the first 14 days.* ** ** MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
