The Department of Conservation and Recreation’s mission is to protect, promote and enhance our commonwealth of natural, cultural and recreational resources for the wellbeing of all. The DCR is steward to one of the largest and most diverse state parks systems in the nation which includes more than 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks applicants for a Program Coordinator II – Leases Permits to perform the following duties within the Long-Term Permits and Leases unit of the Office of General Counsel:

Comprised of a team of attorneys and legal support staff, the Land Protection Program, and the Office of Long-Term Permits and Leases, the Office of General Counsel supports the Department in all its core functions. The OGC team does everything from advising DCR staff on a range of legal matters; reviewing and analyzing proposed and current legislation and regulations; working with private landowners and partners on land acquisition projects; maintaining the agency’s vast land records collection; managing public records requests; assisting in the review and implementation of policies; managing long-term permits and leases on Department property; drafting agreements; supporting the Department’s administration, finance, and contract/procurement programs; and much more. Given the broad mission and activities of the agency, the Office of General Counsel serves the Department by providing legal services on a wide range of issues that concern the Department and its more than 1000 employees.

General Statement of Duties and Responsibilities:

Responsible for administering permit and lease agreements for various programs including ice rinks, cottages, boat and yacht clubs, and concessions. The position is responsible for tracking compliance with agreement terms such as payment of fees and submission of certificates of insurance. The position serves as a liaison between agency staff and permittees and lessees to ensure effective communication and coordination.

Detailed Statement of Duties and Responsibilities:

Develop and implement procedures and guidelines to accomplish assigned agency program objectives and goals.

Coordinate with procurement and legal teams as necessary to ensure compliance with relevant laws, regulations, and procurement guidelines when initiating new permit or lease agreements through a Request for Proposals or other public process.

Assist in the development and implementation of policies and procedures related to permit and lease administration, recommending improvements as necessary.

Schedule and attend meetings and conferences as required; maintain records and prepare reports.

Stay updated on relevant regulations, legislation, and industry best practices related to permit and lease administration.

Administer and manage permit and lease agreements for programs including ice rinks, cottages, boat and yacht clubs, and concessions.

Identify procedures to address issues in Inspector General Audit and conduct periodic inspections and audits to verify compliance with agreement terms and report any non-compliance to management.

Maintain accurate and up-to-date records of permit and lease agreements, payments, and compliance activities.

Maintain and update permit and leases reports, databases or spreadsheets and review for completeness, accuracy and content.

Facilitate the timely execution of permit and lease agreements, ensuring all necessary documentation is obtained and processed accurately.

Serve as a primary point of contact and liaison between agency staff and permittees/lessees, addressing inquiries, resolving issues, and providing guidance on permits and lease related matters.

Provide assistance to agency personnel and others concerning permits and leases in order to exchange information, resolve problems and to ensure compliance with established policies, procedures and standards.

Respond to inquiries from agency staff and others in order to provide information concerning permits and leases.

Collaborate with internal departments and external stakeholders to ensure proper coordination of activities and efficient permit and lease administration.

Confer with senior staff and other agency personnel to determine permit and lease requirements and availability of resources and to develop the criteria and standards for program evaluation.

Provide support during public meetings, hearings, and workshops related to permit and lease issues, including the preparation of materials and documentation.

Performs related duties as assigned.

Preferred Qualifications:

Knowledge of procurement principles and practices, particularly related to government or public agency processes.Proficiency in Microsoft Office applications (Word, Excel, Teams, etc.).Proficiency in Smartsheet application.Ability to analyze and problem solve with the ability to assess various factors and data to inform decision making processes.Ability to assemble items of information in accordance with established procedures.Ability to determine proper format and procedure for assembling items of information.Ability to maintain accurate records.Ability to effectively communicate recommendations, oral and written, and engage with internal and external stakeholder at all levels.Ability to adjust to varying or changing situations to meet emergency or changing program requirements.Access to reliable transportation and ability to visit DCR and non-DCR sites.

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
