This primary purpose of this position is to perform and review background checks on newly and priorly licensed dealer and salesmen applicants, to include child support compliance, review all applications and renewal packets for potential fraud, present at DMV Licensing Board meetings and assist at the window when needed. This position is responsible for providing quality customer service and accurate information to customers in-person, by telephone and/or through electronic means. Additionally, this position is responsible for responding to questions and complaints by researching and providing a resolution to the situation. This position is responsible for citing statutory requirements and providing interpretations of the North Carolina laws, codes and agency policies that govern dealer licensing. This position shall assign the plate inventory for the Unit and complete the daily deposit.
Additionally, this position shall process dealer and salesman applications and renewal packets, scan processed work and checks for bank deposits, process online dealer reports through NCX, manage (build, modify and collect administrative hearing fees) the civil penalty process for dealers and salesmen, permit transportation network company operators, complete and maintain backlog reports, assist in investigations for inspectors, order new dealer kits and plates for the branch, and respond to inquiries from internal and external customers regarding dealer, salesmen licenses and the permitting of transportation network companies. The employee will answer complex questions from citizens, dealers and salesmen, transportation network company operators, other state agencies, law enforcement officers and divisional and Bureau employees through electronic means, telephone, and in-person.
This position will open and sort all incoming mail, stuff renewal packages (monthly), and stuff dealer and salesman licenses daily. This position will be responsible for completing the daily deposit and rectifying any issues, if present, and maintaining all files. The position should possess a working knowledge of all systems, laws, administrative codes, and agency policies and procedures pertaining to the licensing and permitting of motor vehicle dealers, salesmen, and transportation network companies. This position must proofread documents sent to the Unit by Bureau personnel requesting different actions that must be completed regarding the licensing and permitting of dealers, salesman and transportation network companies.
The program area for this position includes one or more of the following: Experience reviewing DCI background checks, experience citing statutory requirements and providing interpretations of the North Carolina laws, codes and agency policies that govern dealer licensing, and/or working knowledge of dealer, salesmen licenses and the permitting of motor vehicle dealers, salesman and transportation network companies.
Knowledge, Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment, or an equivalent combination of training and experience.
