The License and Theft Bureau is the law enforcement arm of the Division of Motor Vehicles. The Bureau is responsible for all crimes related to DMV matters, including but not limited to the enforcement of all statutes and regulations of North Carolina by investigating crimes, analyzing evidence, and identifying and apprehending criminals. The Bureau is charged with enforcing regulations related to automotive dealerships, vehicle inspection facilities, and vehicle repair and storage businesses to prevent fraud and impositions on the public. The Inspection Unit is the branch within the License & Theft Bureau that offers safety/emissions inspection information to the Public, Station owners, Inspection Technicians, and DMV Inspectors. The unit is the primary source of licensing and regulation pertaining to the motor vehicle safety/emissions inspection program. This position processes safety/emissions stations out of business and requests investigations to be carried out as necessary. This position composes and proofs legal documents for stations that have committed violations. This position sets up the licensing of new stations and inspection mechanics. This position answers complex questions from internal members, enforcement personnel, and other state law enforcement agencies. This position must maintain an up-to-date knowledge of all current inspection laws. This position updates the inspection system on the status of suspensions and revocations for inspection stations, inspection mechanics, and inspection instructors. This position is also responsible for investigating and clearing all blocks that occur due to the Registration Denial Program. This position analyzes targeted data from various sources, such as the State Automated Driver's License System, State Titling and Registration System, and Maintenance Inspection Law Enforcement System, to determine whether fraud or impositions have been committed against the citizens of North Carolina. Fraudulent activities range from fraud used to obtain a DL/ID issuance, title fraud, stolen vehicles, odometer fraud, state inspection fraud, notice and storage fraud, and other violations specified within North Carolina General Statute Chapter 20. This position serves as a key resource in identifying, disclosing, and preventing criminal occurrences related to DMV credentials, motor vehicles, and state inspections. This position researches and interprets Federal Code, North Carolina General Statutes, Administrative Code, and Bureau Policies and Procedures. This position is accountable for collecting revenues and reconciling monies daily. This position works closely with supervisors on special projects and in the creation of new processes within the unit. The program area for this position includes one or more of the following: Experience with State Automated Driver License System (SADLS) and State Titling and Registration System (STARS), Criminal Justice Law Enforcement Automated Data Services (CJLEADS), (National Motor Vehicle Title Information System (NMVTIS), National Insurance Crime Bureau (NICB), National Crime Information Center (NCIC), and/or Maintenance Inspection Law Enforcement System (MILES). Additional Expectations: The selected applicant must obtain DCI certification within six (6) months and maintain DCI Terminal Operator certification every two years.
