Program Coordinator (Transportation Programs) - DIRECT HIRE
Summary This position is in the Federal Highway Administration (FHWA) California (CA) Division Office (Division). The incumbent serves as the CA Division’s primary point of contact and authority on Discretionary Grant Programs such as Safe Streets and Roads for All, Charging and Fueling Infrastructure, Bridge Investment, Accelerated Innovation Deployment Demonstration, Congestion Relief, Electric Vehicle Charger Reliability and Accessibility Accelerator, and many other programs. Responsibilities As a Program Coordinator (Transportation Programs), you will: Serve as the Division expert and primary point of contact responsible for management of the FHWA Discretionary Grant Program in CA. Participate in initiatives/activities as required by the Division Performance Plan to implement new Discretionary Grant Programs, products, processes, or technologies that contribute to the achievement of FHWA’s national strategic goals. Lead the development and implementation of CA Discretionary Grant databases and tracking tools. Lead the development and implementation of an annual CA Discretionary Grant Program Stewardship and Oversight Plan. Inform State and local agency contacts of opportunities to apply for discretionary funds. The ideal candidate for this position is able to independently plan, lead, coordinate and manage grant assignments; and administer the Grant Programs within the Division, including reviews and applicable reporting. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. TOUR RENEWAL/HOME LEAVE: Tour renewal and home leave may be offered based on location and position/selection and a service agreement may be required. TELEWORK ELIGIBILITY: Telework availability will be based upon the mission requirements and supervisory determination. If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement. The difference in salary is determined by the locality pay in each location. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing federal financial assistance (grant and cooperative agreement), regulations, policies, and processes to organization-wide policy and guidance. Experience contributing to the formulation of organization-wide direction for federal financial assistance programs. Experience presenting data from multiple sources, documenting analysis, recognizing trends, and making recommendations.
