Program Cost Analyst II

PCSI is looking for a Cost Analyst II to join the Cost and Pricing team, which administers the financial side of PCSI's federal service contracts and creates budgets for each job site. The Cost Analysts maintain contract documents and accounting data and work with Operations monthly reporting on analysis between budget and actual expenditures. This role also assists a Pricing Analyst with cost accounting for contract proposals, renewals, modifications and supports an Accounts Receivable Specialist with invoicing.

This position is hybrid and based out of our Corporate office in south Austin, TX.

What You'll Do as Program Cost Analyst II:

Maintain consistent positive customer relations as a corporate and local entity through written, verbal, and personal communications. Validate cost accounting procedures and methods against Company policies, procedures, and contract requirements. Assist Pricing Analyst with costing for contract renewals, Option Years, and price modifications for Federal and State contracts. Assist Accounts Receivable Specialist with preparation and verification of billings with accounts receivable ledger, as needed. Process changes in system to support accurate and efficient billing process and financial close. Prepare and analyze cost reports for assigned projects. Provide monthly project variance explanations to the Controller documenting differences between proposed and budgeted amounts versus actual costs incurred. Examine and review unusual cost records and ensure cost data is correctly allocated. Create and update budgets for each job. Provide technical support to customers, project managers, negotiations, NISH and TIBH. Serve as a backup to the Pricing Analyst and Accounts Receivable Specialist, as needed, to complete proposals and customer invoices. Attend schools, seminars, and training as a continuous improvement mechanism. Pass on information and updates on standards. Help develop performance-based contracts. Promote and assist new developments (ISO). Provide technical guidance to other Cost and Pricing Analysts.

What You'll Need to Be Successful:

Bachelor’s degree in Accounting or Business preferred. Minimum five (5) years of accounting experience required. Demonstrated advanced knowledge and operation of Excel required. Experience in cost accounting or cost estimating preferred; experience with Federal Government contract accounting and/or pricing a plus.

Knowledge, Skills and Abilities:

Ability to follow directions, understand work rules and procedures, and accept constructive criticism. Ability to work independently with minimal supervision. Ability to effectively work with all levels within PCSI. Ability to prepare, maintain, and control a variety of office records, documents, and confidential files with a high degree of accuracy, timeliness, and proficiency. Detail oriented with high level of accuracy and organizational skill. Excellent analytical and problem-solving skills. Basic understanding of the Code of Federal Regulations (CFR), Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).

Other Requirements:

Ability to pass criminal, drug, financial, and driving screening. Ability to be insured as an authorized driver for the Company. Possess a valid driver’s license and maintain a good driving record. Ability to gain approval for physical access to secure military base work locations. Restrictions vary from site to site. Constantly operates a computer and other office productivity machinery, such as calculator, phone, fax, copier, etc. and a personal computer. Ability to exchange accurate information in person and over the phone. Occasional travel may be required, up to 5%.
