Leading Projects to Success
JLL has an opportunity for a Cost Lead with construction expertise and experience to take responsibility for the overall commercial success of technical projects—guiding teams and contractors in each phase to achieve outcomes that exceed clients’ expectations and meet JLL’s commercial objectives. Driven and ambitious by nature, you have a mastery of the ins and outs of business—from products and systems to processes, tools, and best practices. You’ll need to collaborate effectively with a range of stakeholders, collaborating with teams and taking the time to understand their points of view.
Making clients our first priority
The best person for this job is one who always considers what’s best for our clients. As such, you’ll maintain a strong and positive relationship with our clients by identifying their needs, requirements, and constraints. While you act in the client’s best interests throughout the project duration, you must make sure that the project’s revenue and payment cycles are properly managed.

You’ll accomplish this by creating a network of professional consultants who can deliver the required scope of every project. Likewise, you’ll handle contract administration of all vendors professionally and according to legal requirements. It’s the best way to protect both our and the client’s commercial interests. Your expertise will also be central in identifying project risks and mitigating them. Furthermore, you’ll be responsible for developing project-related reports, analyses, and reviews regularly.
About the role:
Leading Projects to Success
a) General
Site cost leads are accountable for data accuracy of all elements of cost, including but not limited to; ROM (Rough Order of Magnitude) development, funding type/category, cost reviews, funding requests (ARs), raising contracts, escalating cost risk, cash flow and invoicing, etc.
i. Reporting: Develop and maintain a site-level cost report, including project-specific information, monthly, quarterly, and annual variance reporting
ii. Cash Flow/Accruals: Develop and submit site cash flow & accruals throughout the project lifecycle. Establishing baselines
iii. Funding Requests: Act as an initial escalator for any delays in funding, i.e., contracts, change orders, AR requests, to PM & PCM (or sub-regional controls if applicable)
iv. Invoicing: Review project invoicing and document/escalate any invoice issues
v. QFP/MFP: Review project costs are appropriate
vi. Contract Drafting: Review any contracts and methodology
vii. CCB (Construction Claims Board): Input any claim information to a regional claims log viii. Data Integrity: Document and escalate data integrity issues to the Project Control Manager/Regional Cost Lead
b) Intake Phase
1. MARCUS Pipeline cost
2. Initial ROM validation to support portfolio budget accuracy
3. Validate project funding/financial attributes; category, source, type, etc.
i. Selection of appropriate bid & cost template
ii. Support project ROMs (identify class estimate) and benchmarking and/or comparison iii. Identify/validate the UF4 WBS outline
iv. Cost business approval methodology (benchmark, phased standalone, etc) v. Support team in vendor procurement strategy (LS, GMP, etc)
vi. Support the development of project RFPs
c) Pre-construction & Design Phase
i. Manage project funding requests (AR) - escalate as needed
ii. Develop a project budget
iii. Entry of contracts (inc; WBS, mad-libs, attachments, etc)
iv. Support development and maintain FFC
v. Receive, review, and develop recommendations for project bids
vi. Receive, review, and make recommendations for invoicing
d) Execution Phase
i. Ensure as-built cost is input into the cost / benchmarking database
ii. Manage project budget including; budget utilization, risk OCO, PCO, ACO, CCO & EWN
iii. Log savings
e) Closeout phase
i. Ensure timely financial closure as per schedule.
ii. Provide project cost performance data.
f) Deliverables
i. ROM for all Marcus projects as per the project schedule.
ii. Cost review, and recommendation report for project RFPs, claims, and Change orders.
iii. Site cost reporting including project-specific information weekly, monthly, quarterly, and annually.
iv. Project WIP and variance analysis
v. Cash Flow/accruals throughout the project life cycle.
vi. Review invoices, and payment applications and generate recommendations.
vii. Financial closeout and project performance of all projects as per schedule.
viii. Maintain all cost-related data and supporting documentation.

◼ Must be able to work in a fast-track environment with data center (or similar critical facilities/construction) experience preferred
◼ Project and Programme Management experience
◼ Excellent and persuasive communication skills
◼ Excellent analytical, logical, and reporting skills
◼ 10+ years’ experience in a related field
◼ Strong understanding of construction project cycle, scoping, planning, procurement, installation, testing, commissioning and closeout, and handover to operations teams.
◼ Project management qualification preferred (PMI / PMP) but not essential
◼ Excellent communication, stakeholder management, presentation, and reporting skills
◼ Logical approach and high attention to detail
◼ Bachelor's degree in Engineering / Construction / Quantity Surveying or Commercial related disciplines preferred
