Position Summary:
The Child Welfare Program Director is responsible for the strategic leadership, management, and oversight of child welfare programs aimed at safeguarding children and supporting families. This role involves developing and implementing policies, supervising program staff, ensuring compliance with relevant regulations, and collaborating with community stakeholders to enhance service delivery. The Director is committed to promoting the safety, permanency, and well-being of children within the community and will improve program effectiveness, service delivery and outcomes for the children in the Child Welfare system.
Essential Job Functions:
Provide strategic leadership and oversight to Case Manager Directors, ensuring the effective delivery of high-quality child welfare services. Establish program goals, policies, and procedures that align with best practices, regulatory requirements, and the mission of WestCare Foundation. Monitor and evaluate program performance, implementing data-driven strategies for continuous improvement and service excellence. Lead performance improvement initiatives, ensuring compliance with HIPAA, Professional Ethics, Consumer Rights, and Confidentiality policies. Represent the organization in multidisciplinary team meetings, community partnerships, and policy discussions to enhance child welfare outcomes. Supervise and mentor Case Manager Directors, providing guidance on case management practices, crisis intervention, and permanency planning. Oversee staff development initiatives, ensuring that directors and their teams receive ongoing training, coaching, and professional growth opportunities. Evaluate staff performance and implement improvement plans to maintain high standards of service delivery. Foster a culture of accountability, collaboration, and trauma-informed care across all child welfare teams. Ensure adherence to federal, state, and local regulations, including CCWIS documentation and compliance with mandated timeframes. Utilize Stabilify data systems to track program performance, ensure regulatory compliance, and drive decision-making. Conduct regular program audits, case reviews, and data analysis to ensure efficiency and adherence to best practices. Oversee the development and execution of permanency plans, ensuring children achieve stability through reunification, adoption, or other permanent placements. Ensure Case Manager Directors facilitate meaningful connections for youth with kin, fictive kin, and mentors to support long-term stability. Direct the coordination of safety management services, crisis intervention strategies, and in-home safety planning. Provide leadership in reducing the time children spend in foster care by expediting reunification efforts and adoption processes, particularly for children with special needs. Strengthen partnerships with foster and adoptive families, ensuring placement stability and comprehensive support services. Develop and maintain strategic partnerships with legal services, behavioral health providers, and community organizations to enhance service coordination. Act as a stakeholder for child welfare policies that improve service delivery and protect the rights of children and families. Collaborate with educational systems to support the academic success of children, ensuring access to individualized education plans and necessary resources. Represent the organization at court hearings, legislative meetings, and stakeholder engagements to promote best practices in child welfare. Utilize data-driven approaches to assess program impact, identify trends, and implement evidence-based improvements. Serve as the primary spokesperson for the program building relationships with community stakeholders, policy makers, funders, and major donors. Assist in the development and implementation of a comprehensive fundraising strategy including grants, donations, and corporate sponsorship and government funding Stay informed of child welfare policies, trends and best practices to guide program growth Provide regular updates and reports to agency leadership on program impact and strategic initiative.
