Job Summary
You will direct the program development of the assigned program area(s). This position is responsible for ensuring continuity of daily operations and services while providing oversight and ongoing support to program staff. This position would be located at our Auburn Arcadia location. This position will be working on-site every day to oversee our Arcadia Drop-in, Overnight Shelter services and Outreach team(s) that work out of and operate out of Arcadia. Drop-In services are open to youth and young adults ages 12-24 years old every day from 1:00pm-6:00pm. During drop in, clients have low-barrier access to basic need items: food, showers, laundry services, case management and housing navigation, and a safe space to relax during the afternoon/evening. The Arcadia Young Adult Emergency shelter is a low barrier temporary emergency shelter for those 18-24 years old who are experiencing homelessness. Clients have a 90-day maximum stay, however, this can be extended on a case-by-case basis. The Arcadia Emergency Shelter is able to serve clients seven days a week, 365 days a year. The street outreach team covers all cities in South King County, looking for youth and young adults ages 12-24 who may benefit from street outreach services. The outreach team travels to areas young adults congregate, spread information about available resources, and connect interested individuals to services immediately if possible/requested.
This position is with the Y Social Impact Center, the social services division of the YMCA of Greater Seattle (YGS), serving around 5,000 youth, young adults, and families every year in communities across King County, Pierce County, and various counties across WA. Through our programs we aim to strengthen young people’s ability to develop to their fullest potential through four strategies: reducing risk factors; navigating systems towards successful life transition; establishing stability, safety and wellness in times of crisis; and building competencies and social capital. The Social Impact Center’s programs include homelessness prevention, housing, behavioral health, crisis response, foster care licensing, violence prevention, and employment. Since many of the young people we serve have been involved in the foster care, criminal justice, behavioral health, and/or homelessness systems, we truly value relatable lived experience of our staff and those applying for our positions as an asset.

Hiring Range: $77,968 - $79,000/year
Responsibilities
+ Reports directly to the Program Director III; Engage in weekly supervisions with the Program Director III.
+ Establish new program activities and expand program(s) within the community in accordance with the Association and Branch strategic plans related to young support.
+ Recruit, hire, train, evaluate, and supervise housing case managers, interns and volunteers in assigned areas. Provide development and leadership as appropriate.
+ Monitor and maintain staff schedules, ensuring the site is staffed 24/7/365 as contractually required.
+ Collaborate with other Program Directors to provide support and leadership to the Drop-In resource center for youth and young adults.
+ Compile program statistics and provide data and reports as required in coordination with the Program Director III. Monitor and evaluate the effectiveness of and participation in program(s).
+ Provide leadership and daily support to the operations team, ensuring smooth programming and case management; this operations management extends to the overnight operations team as well.
+ Provide bi-weekly supervisions to direct report staff members (includes Drop-In and Shelter staff)
+ Work with the Program Director III to monitor and manage program budgets to ensure that programs do not overspend.
+ Support the case management team with ongoing participant engagement, consults, and crises as they arise.
+ Delegate individual program tasks to various members of the operations team.
+ Develop and maintain collaborative relationships with community organizations, partners, schools and agencies related to services that are applicable for the populations served.
+ Develop, produce, and distribute program information necessary to promote programs, in accordance with branch marketing plans.
+ Create and send out monthly calendars to 500+ community partners and individuals.
+ Support Program Director III in collection of data, quarterly reporting and end of year reporting.
+ Engage in contract monitor meetings and meet with funders as needed.
+ Prepare documents and participant files for audits as needed
+ Ensure regular data collection and assurance; weekly – monthly data reporting and collection is expected with this position
+ Assign regular caseloads to case managers as participants access services
+ Facilitate daily staff huddles and weekly staff case management meetings, possible facilitation of staff meetings and trainings
+ Support operations staff in daily task completion including but not limited to: cooking daily meals, laundry turnover, space sanitization, data tracking, participant enrollments, mail distribution, meetings, bathroom cleaning, unit turnover, etc.
+ Ensure that safety procedures are followed and that all programs are following YMCA standards concerning contracts, accreditation, and all relevant regulations and other applicable standards.
+ Ensure high quality programs through innovative program development evaluations and ongoing training of staff.
+ Ensure upkeep of related facilities and equipment; includes light janitorial work as needed.
+ Participate in South King County On-Call rotation with other leaders which provides after hours emergency crisis support to Swing and overnight staff. On Call participation is required and is for one week, approximately every 8 weeks.

Qualifications
+ Bachelor's degree in a relevant program area or equivalent education/experience. Other applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.
+ Two years or more of related experience, with proven experience in training others.
+ Experience supporting program participants and program staff with intensive behavioral health needs which may result in a crisis.
+ One or more years of experience with staff and volunteer supervision, program development, and budget management.
+ Experience and knowledge with youth behavior management and child abuse prevention.
+ Experience and knowledge with substance use disorders would be helpful.
+ Advanced computer skills and experience with Microsoft Office suite.
+ Ability to visit sites and community organizations.
+ Prefer knowledge of, and previous experience with, diverse populations (language, culture, race, physical activity, sexual orientation, etc.).
+ Ability to speak any language in addition to English may be helpful.
+ Ability to lift up to 25-50lbs from the ground, long amounts of standing, walking and getting up and down from a chair.
+ Comfortability in a kitchen and cooking if/when needed.
+ Understanding of King County housing programs and homeless services would be helpful.
+ Strong computer skills and understanding of the following programs may be helpful: Adobe Acrobat Pro, Microsoft Excel, Microsoft Word, Outlook, Teams
Authorized Driver
This role may require you to transport clients as an “authorized driver” for the YMCA. Authorized drivers are a safety-sensitive position. If you agree to become an authorized driver, you must clear a drug test upon hire for substances that would impair your ability to drive (including marijuana). Other requirements for authorized driver duties include being 21+, having a valid driver's license for at least 3 years, and a driving record that meets Y standards (no more than 2 moving violations within the last 3 years, no major incidents such as reckless driving, DUI/DWI, no tickets 20+ miles above the speed limit etc.).
