Program Director - START

The START (Systemic, Therapeutic, Assessment, Resources, and Treatment) model serves people diagnosed with intellectual/developmental disabilities and co-occurring behavioral health conditions. This comprehensive model of service supports and optimizes independence, treatment, and community living for individuals with I/DD and behavioral health needs.Under the direction of the region’s START leadership, the START Program Director will provide supervision and oversight of the START Clinical Team and is responsible for all administrative aspects of the program and its operations. Provides coverage for START services and participates in 24/7 administrator on-call systems, as needed. Key/Essential Functions & Responsibilities:Supervises Assistant Director, Clinical Director, and/or Resource Center Director in assigned region, regularly assessing program operations, needs and team performance; provides feedback and ensures timely completion of performance evaluations. Establishes community partnerships, developing and maintaining linkages and relationships with community stakeholders.  Serves as liaison to community network partners. Acts as representative of the START team in the community.  Coordinates trainings utilizing expertise of psychologists and psychiatrists, team leaders and specialists within the community.  Maintains communication with other regional START directors.  Responds to requests from state agencies for data and program information for assigned region.  Chairs and coordinates the START Advisory Council.  Provides support as needed to clinical team and resource center 24/7/365 and participates in the creation and maintenance of 24/7 on-call staffing schedule to ensure necessary coverage for START participants.   Collaborates with other members of the START leadership team to monitor quality of START service delivery in assigned region and assures fidelity to the START model; ensures Clinical and Therapeutic Teams are meeting applicable requirements and quotas through day-to-day oversight of caseload assignments.  Participates in and completes the START Coordinator Certification training process and monitors completion of all necessary trainings for staff across assigned region, to ensure compliance with YAI policies, timelines and other applicable rules or regulations. Enters, monitors and assures accurate, complete and timely data entry for all team members in the START Information Reporting System and any other applicable systems.  Uses data to support and inform programmatic decision-making in collaboration with leadership team. Provides coverage performing all duties of team leader, coordinator or other START roles as required. Serves as Administrator-on-Call (Available/On Call Supervisor) on a regular, rotating basis with other program leadership and provides coverage participating in 24/7 on-call crisis support, if needed. Complies with and ensures compliance with all Federal, State, Local and other relevant regulatory agency requirements, including the Health Insurance Portability and Accountability Act (HIPAA) and cooperation with appropriate entities in any inspection, inquiry or investigation. Performs all other duties as assigned. Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.) Master’s degree in social work, psychology, counseling or other human service field with two (2) years of experience working with people with IDD and mental health needs; and Two (2) years supervisory experience; and Experience collaborating with community service systems; and Must hold or successfully complete START Coordinator Certification training 6-12 months of appointment, including demonstration of competencies in all associated areas; and   Valid Driver’s License.  Ability to respond to calls and programmatic needs beyond regular work hours to support programs under supervision, including participating in on-call crisis coverage as needed. Ability to attend all mandated NCSS and Regional Center trainings. Exceptional communication and presentation/training skills. Flexible, cooperative, highly organized team player with the ability to manage time and work autonomously, to successfully handle multiple priorities and meet deadlines. Exceptional supervisory and problem-solving skills and ability to effectively manage, coach and support teams through hands-on support. Ability to travel regularly across Central and Southern New Jersey as required by caseload and to occasionally travel across other regions within state of operations and/or to other states as needed for meetings, NCSS events or as requested.Preferred Qualification Requirements (desired requirements beyond MQRs above)     Prior experience as a START Coordinator and/or START clinical team leader  Current START Coordinator Certification Compensation:$115,000.00-120,000.00 annually
