Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the analysis of the Command, Control, Communications and Computers /Cyber, Combined Joint All-Domain Command and Control (CJADC2) Implementation Plan updates required from Capability Portfolio Management Review findings, and their implications for documented operational needs. Responsibilities As a PROGRAM EVALUATION ANALYST at the GS-0343-13 some of your typical work assignments may include: Oversees and is responsible for the planning, coordination, and execution of bi-weekly O6/GS-15 level CJADC2 Cross Function Team meetings across the DoD. Assesses scope and deliverables of C2 projects from all five CJADC2 Lines of Effort (LOEs) tasks. Manages and compares Implementation Plan LOEs tasks with identified requirements, gaps, and solutions documented in the CJADC2 Capability Portfolio Management Review publication. Develops topics and presentations for the CJADC2 CFT Bi-Weekly AO meetings. Identifies improvements to current processes employed for CJADC2 CFT business. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying business process engineering concepts and methods to lead or conduct studies designed to identify potential improvements in the way information technology (IT) is applied to key DoD systems and network management functions; Applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; Changing, interpreting, or developing management and/or program evaluation plans, policy, procedures, and methodology; Promoting innovative technology and processes to increase efficiency and reduce costs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
