Program Evaluator New York, NY • Analytics & Evaluation Job Type Full-time Description TheProgram Evaluation Specialistprovides capacity and support for supporting agency-wide data-driven management processes, research activities, evaluation, and quality improvement initiatives. The Monitoring & Evaluation Specialist will support programs in identifying key quality and management indicators and creating monitoring processes. This individual will evaluate these programmatic efforts, collecting and analyzing agency data to produce research that will contribute to the knowledge base of effective program management, quality improvement, and HIV care. The Monitoring & Evaluation Specialist will also work with programs to plan, support, and monitor their usage of the Electronic Health Record. The Monitoring & Evaluation Specialist will also engage in research efforts of large, national program evaluations. Essential Job Functions The following duties are mandatory requirements of the job: + Evaluates program outcomes and quality improvement initiatives and produces presentations and written reports, such as white papers and academic articles, on findings and the effectiveness of these initiatives. + Extracts, cleans, manipulates, organizes and analyzes large data sets using SQL, SPSS, Excel and other platforms. + Assists with data analysis and data collection efforts in continuous quality improvement projects, program evaluations, research projects and other special projects. + Effectively communicates with internal teams to fulfill data requests and to deliver analysis results. + Represents organization at funder meetings and industry conferences. Other Responsibilities The following duties are to be performed as assigned by the supervisor: + Assists programs in creating and utilizing tools and monitoring systems to track contract deliverables, program outcomes, and quality improvement projects. + Assists the Analytics & Evaluation department with the implementation of large, national program evaluations. + Performs other related duties as assigned by supervisor. Requirements Education and Certification + Bachelor’s degree in public health, social work, health informatics or a related discipline required. + Master’s degree preferred. + Minimum of two years data analysis and program evaluation experience preferred. Special Skills and Knowledge In addition to the above-listed job responsibilities and educational requirements, the ideal candidate for this position possesses most or all the following: + Excellent computer skills, including advanced MS Office + Statistical analysis skills, using SPSS or similar application + Excellent written, oral and interpersonal skills + Knowledge of univariate, bivariate, and multivariate statistics + Knowledge of evaluation processes + Ability to effectively communicate with staff at all levels of the organization + Knowledge of current HIV and LGBT research + Data management and previous work with relational databases + Demonstrated analytical and problem-solving skills + Excellent organizational skills + Ability to balance multiple priorities, communicate goals, and build consensus to work effectively within and across departments + Detail oriented
