Job Summary El Paso County Department of Human Services (EPC-DHS) is looking for a Program Integrity Supervisor to oversee our Fraud Prevention and Investigations team. El Paso County DHS is a leader in making data-driven decisions in support of improved outcomes for the individuals and families we serve. This position plays a critical role in protecting program integrity through the investigation of alleged welfare fraud. Importantly, this team also collaborates with DHS staff to ensure proactive measures are implemented to prevent fraud. This supervisor guides the team in maintaining a client-focus through a trauma-informed lens. In alignment with the County's strategic plan, this position ensures that the Fraud team consistently delivers high-quality services via standardizing, innovating, measuring, and removing waste in the work they conduct. Supervises the planning, organizing, monitoring, and training of the assigned functional area(s). Ensures the mission of the Department of Human Services (DHS) program integrity is effectively communicated and achieved. Essential Duties/Responsibilities + Performs all supervisory functions including planning, organizing, leading, and monitoring assigned functional area(a); ensures appropriate unit staffing levels. Provides mentorship, guidance, and training to staff. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process. + Oversees program integrity functions, such as fraud prevention/investigations or agency quality assurance. Monitors program audits, investigations, and referrals, and reviews status with appropriate staff. Serves as a contact for the department regarding program integrity. Communicates the mission of the El Paso County Department of Human Services (DHS). + Establishes applicable schedules with agency leadership; ensures audits/investigations are completed accurately and in a timely manner. Informs the appropriate leadership team of updates. + Develops and maintains program integrity reporting tools and resources. + Monitors all referrals to the unit; reviews and corrects referrals as needed; assigns the referrals to the appropriate staff member(s). Reviews all program findings and facilitates the timely completion of corrections and/or rebuttals. + Interprets, communicates, and implements rules, policies, procedures, and regulations of assigned programs in conjunction with the Staff Development team. Recommends policy/procedure updates to senior-level staff; monitors changes to business practices and updates assigned staff accordingly. + Handles personnel and clientele issues, concerns, and complaints. Researches concerns, complaints, and allegations and ensures appropriate action is taken. + Monitors and evaluates the quality of work completed by the agency and compares work to established standards. + Maintains a high level of proficiency in research and analytical skills within systems utilized by the agency and all relevant program policy. + Utilizes data and reports to meet program guidelines/expectations and identify areas of opportunity for potential improvement. Ensures the program is working to meet or exceed goals. Prepares, designs, and implements plans for improvement in respective units in conjunction with the Staff Development team. + Monitors and tracks timeliness within the unit, division, and agency. Maintains a database and relevant statistics on program integrity based on assigned functional area(s). + Monitors and ensures preparation for Local and State appeals for assigned functional area(s). + Participates in trainings and workshops that enhance knowledge of service integration and department functions. + Coordinates and participates in Management Evaluation reviews. + Provides local presentations of DHS services and programs as assigned; may serve as liaison to the community. + Participates in internal and external committees as a representative of the department. Develops and maintains relationships with internal and external stakeholders, community agencies, the Colorado Department of Human Services, Health Care Policy and Finance, and the public; may serve as the main point of contact and provide subject matter expertise. + Performs other duties as required. Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks. Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically. Qualifications Knowledge, Skills & Abilities + Knowledge of public assistance rules, regulations, and procedures. Knowledge of community assistance resources and agencies. + Working knowledge in benefits systems, such as Colorado Benefits Management System (CBMS) and/or Childcare Automated Tracking System (CHATS), and in all relevant program policy. + Establishes goals and manages time efficiently; remains open to change and new information; effectively deals with pressure and ambiguity. + Ability to understand and interpret Federal, State, County, DHS, and other applicable laws, rules, and regulations. + Ability to maintain high ethical standards and ensure program integrity for the department. Ability to maintain confidentiality. + Ability to efficiently plan, schedule, and organize. + Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills. + Ability to lead and train others; ability to objectively review the performance of others; ability to provide and receive productive feedback. + Ability to communicate and work effectively with co-workers, clients, other agencies, and the public. Required Education & Experience + High school diploma or equivalent education. + Three years of human services-related experience, including knowledge of eligibility determination or department of human services programs, resources, and policies and procedures. + Associate’s degree in a related field may substitute for one year of the required experience. + Bachelor’s degree in a related field may substitute for two years of the required experience. Preferred Education & Experience + Five years of experience determining eligibility for public assistance programs such as Health First Colorado (formerly Medicaid), Colorado Childcare Assistance Program (CCCAP), Supplemental Nutritional Assistance Program (SNAP, formerly Food Stamps), Colorado Works, Adult Financial, and/or Long-Term Care. Experience with case file auditing. + Two years of experience with CBMS. + One year of supervisory or leadership experience. Pre-Employment Requirements Must pass conditional post offer background investigation and drug screen. Work Conditions Duties are primarily performed in a high-volume office and remote work environment dependent on business needs. May be required to work evening and weekend hours. May be exposed to individuals in stressful situations.
