Program Management Analyst, Journeyman (FMS)

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.  Performs management, technical, or business case analyses.  Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.  Tracks program/project status and schedules.  Applies government-instituted processes for documentation, change control management and data management.  Analyze data to identify risk to cost, schedule and performance and recommend mitigation strategies to reduce risk to products.

 Job Description: We are currently seeking a Project Management Analyst, Journeyman to support  PMA-272 located at Patuxent River, MD. The Program Analyst will support the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. Under the direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

 Track the release of all controlled unclassified and classified documents to foreign nationals and their governments. Review, update and sanitize all technical documentation including publications for FMS in accordance with all applicable disclosure and classification guidelines prior to submitting for Government review. Review documents, source code, and other electronic and paper media to determine that the media does not contain any non-releasable information or technologies. Generate and maintain FMS schedule and calendar of meetings that reflect critical milestones, establish action due dates, set program milestones and other significant program elements. Support the Government in implementing policies and criteria for integration of program requirements into the foreign country in a manner which shall, as far as possible, take advantage of existing policies, procedures, resources, lines of communication, etc. used by the foreign country in fulfilling their FMS requirements. Track primary case planning documents to identify any action not proceeding according to the Project Directive (PD). Provide FMS cases management analysis and the related financial records for each to identify impediments to case closure and necessary corrective action and Identify case closure candidates. Provide FMS support to include, but not limited to, generation and/or analysis of LOAs/LOUs and associated responses; co-production and offset arrangements; Memorandum of Agreement/Understanding (MOAIMOU); Sustainment plans/strategies and execution. Develop and maintain foreign disclosure support documentation, tracking the release of all classified and sensitive unclassified documents to foreign nationals and their governments, coordinating and conducting security reviews with program managers and providing foreign disclosure and technology transfer release awareness and training to PMA personnel as requested.\ Some domestic and international travel required.

 Desired Skills and Knowledge:

MS Office Suite (Word, Excel, PowerPoint, Outlook, etc.) Extensive knowledge of the NAVAIR Procurement Process/PID Guide including Statement of Works (SOWs), CLIN structures, development of Sections B-J and Contract Data Requirement Lists (CDRLs) Procurement Management Tool (PMT) (at least two years’ experience) Share Point EDA ASSIST Database 

 Required Experience: Journeyman - 3 to 10 years of combined experience performing duties described in the functional description.

 Required Education: Journeyman - BA/BS degree Allowable Substitution:

Associate’s degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.  Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s

 Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
