Summary You will serve as a Science and Technology Program Management Analyst in the Research and Development Support Activity Technology Directorate within the Naval Intelligence Activity in Springfield, VA. You will support project management functions to include working with stakeholders to assess capability gaps, developing technology roadmaps and investment strategies, proposing and developing project plans, overseeing project execution, and developing and fulfilling technology transition plans. You will serve as a Technical Point of Contact or Contracting Officer's Representative for budgeting, preparing statements of work, developing milestone-driven schedules, assessing/mitigating risk, and monitoring/reporting on technical progress. You will coordinate with senior program management analysts, and financial management and contracting staffs throughout project execution. You will serve as a liaison for the technology directorate to internal and external developers, stakeholders, and mission partners. You will balance contractor performance and financial resources against a multi-year acquisition strategy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, performing duties such as: 1. Support project management functions by coordinating with senior program management analysts, and financial management and contracting staffs throughout project execution. 2. Plan and manage elements of an applied research and development portfolio that aligns with intelligence collection requirements, capabilities, and a multi-year execution strategy. 3. Support, motivate, and lead project teams to ensure requirements are fully aligned with organizational needs. 4. Serve as a Technical Point of Contact or Contracting Officer's Representative. 5. Evaluate the effectiveness of investment strategies to align with organizational objectives and provide recommendations regarding the utilization of money, manpower, or material resources to close technology gaps. This a Defense Acquisition Workforce position that requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. This position does not have a degree requirement, but a technical degree is preferred.
