Program Management Analyst (All Levels)

**Responsibilities**
Noblis is seeking Project Management Analyst(s) for our client’s operational requirements on a mission focused program located in Bethesda, MD or McLean, VA. Successful candidates in this position will collaborate with a diverse group of individuals across the intelligence community (IC).
Primary Responsibilities:
+ Develop, maintain, or administer IC policies, guidelines, operating procedures, and transition plans.
+ Review, analyze, and make recommended improvements to IC documents including policies, guidelines, concepts of operation, and operating procedures.
+ Facilitate or provide support to internal and external governance forums such as boards, committees, and councils.
+ Implement improvements and efficiencies in business processes, customer management, and in data gathering and reporting.
+ Lead or support the development and execution of project or program management plans that articulate scope of work, required tasks, and performance metrics and monitoring.
+ Provide support for IC systems, software, or data programs or projects including monitoring contracts and performance, reporting status, facilitating meetings and actions, establishing future needs and requirements, and gathering and implementing best practices.
+ Guide the implementation or adoption of IC projects to include supporting training, developing operating procedures, communications and branding materials, facilitating working groups, and providing monthly assessments and reporting to varied internal and external forums.
**Required Qualifications**
+ Active TS/SCI with Counterintelligence (CI) Polygraph.
+ Demonstrated experience working with IC Agencies.
+ Proven ability to work within a highly dynamic environment, often with multiple competing priorities.
+ Proven ability to work and communicate with senior leaders and action officers from across the IC.
+ Proven ability to lead, facilitate, and substantially add value to working groups or interagency project teams.
+ Proven ability to lead or contribute to multiple projects simultaneously.
+ Knowledge of IC systems, processes, data, and policies.
+ Demonstrated ability to develop and deliver analysis, alternatives, and findings, and communicate key data points to varied audiences.
**Senior Level**
+ Bachelors degree with 10+ years of prior relevant experience or Masters with 7+ years of prior relevant experience.
+ Compensation: $103,800 - $162,225
**SME Level**
+ Bachelors degree with 12+ years of prior relevant experience or Masters with 9+ years of prior relevant experience.
+ Compensation: $114,100 - $178,300
**Senior SME Level**
+ Bachelors degree with 15+ years of prior relevant experience or Masters with 12+ years of prior relevant experience.
+ Compensation: $138,000 - $215,625
**Desired Qualifications**
+ Excellent written and oral communication skills.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
**Posted Salary Range**
USD $103,800.00 - USD $215,625.00 /Yr.
