Description of Job
The Work Unit:
This position is housed in the Office of the State Registrar of Vital Statistics, an office housed in the Center for Health and Environmental Data (CHED). The Office of the State Registrar of Vital Statistics is responsible for the stewardship and preservation of Colorado vital records, which includes birth and death records. This position is housed in the Vital Records Operations section, which functions to provide the registration, modification, and certification of Colorado vital event records.
This section seeks to serve Colorado vital records customers by receiving, processing, and fulfilling vital records registration, modification and certification requests that are received in-person, by mail, e-mail, through the web, and fax, using paper and electronic systems, in accordance with Colorado statutes and regulations, and the policies, processes and procedures of the Office of the State Registrar of Vital Statistics.
What You'll Be Doing:
The purpose of this position is to oversee and manage the Operations section of the Vital Records program in accordance with established customer service standards, high efficiency and effectiveness of operations in terms of cost and time, and adherence to the statutes, regulation, and the policies, processes and procedures of the Office of the State Registrar. The Operations Section consists of about 17 FTE, most of which work directly with customers, including local vital records offices and Coloradans seeking to purchase certificates and modifications to Colorado vital records.
This is a second level supervisor position, which requires the oversight of the supervisors of the following Operations Section units: 1) The Birth Registration & Modification Unit 2) The Death Registration & Modification Unit 3) The Certification Unit. This position report directly to the State Registrar, who oversees the Office of the State Registrar of Vital Statistics and is also the Vital Records Program Manager.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

OPTION 1: Experience Substitution
+ Eight (8) yearsof full time experience in supervising staff which includes but is not limited to: reviewing quantity and quality of work, coaching, interviewing, establishing, maintaining & revising customer service standards, creating action plans, tracking productivity, creating and updating policy, procedure and process documents, creating and running recurring and ad-hoc reports.
OR
OPTION 2: Combination of Education ANDExperience
+ Graduation from an accredited college or university with a bachelor's degree in management, public administration, records management, statistics, regulatory compliance or a closely related field of study.
AND
+ Four (4) yearsof full time experience in supervising staff which includes but is not limited to: reviewing quantity and quality of work, coaching, interviewing, establishing, maintaining & revising customer service standards, creating action plans, tracking productivity, creating and updating policy, procedure and process documents, creating and running recurring and ad-hoc reports.
OR
OPTION 3 (Advanced Education Substitution):
+ An advanced degree from an accredited college or university in management, public administration, business, records management, statistics, regulatory compliance or a closely related field of study.

+ Experience advising others on effective communications techniques.
+ Initiative and self-management; the passion and ability to dive into the work, prioritize appropriately, and accomplish tasks within established timeframes.
+ Strong analytical skills; the ability to synthesize, interpret, and report on complex or technical information, collect and research data.
