ResponsibilitiesITA International is currently seeking a motivated and talented individual who can oversee the program management of large Naval Sea Systems Command contracts, ensuring cohesive execution across multiple subcontractors, while also driving business development initiatives to secure new opportunities and strengthen stakeholder relationships within the naval sector in the National Capital Region.
Responsibilities include:
Ensuring that all Naval Sea Systems Programs/Projects operate within the policies and procedures of the contracts and ITA International. LLC.Coordinating with clients and senior management to achieve specified goals and coordinating the development. approval, implementation and compliance of on-going external client facing programs to include costs, schedules, and quality of performance.Planning the delivery of the overall program and its activities in accordance with the mission and the goals of the organizationAssessing the strengths of the program and to identify areas for improvement and ensuring the continuous delivery of servicesAnalyzing and assessing program/project fiscal performance to budget and operating plan, reporting regularly on the performance, and providing recommendations and solutions to improve performance. This includes coordinating and monitoring the scheduling, pricing, and technical performance of company programs/projects in cooperation with the greater ITA portfolio.Collaborate with ITA senior leadership to align naval sea systems support initiatives with broader organizational goals.Lead, mentor, and develop a team of project managers and support staff to build organizational capacity and expertise in naval systems.Maintaining responsibility for and expanding growth within the existing contract base to include SBIR contract opportunities, working with the Growth team in creating new business, and assisting in preparing proposal technical writing, as well as proposal reviews. As required, contribute to the negotiation of work share and task assignments with regard to contracts and contractual changesEnsuring the team understands ITA's Quality, Health, Safety. Environmental Management Systems (QHSEMS) policy.Occasional travel required. Qualifications At least 15 years of relevant experience, with a preference for candidates holding O-5/GS-14 or higher military or civilian ranks.Bachelor’s degree required, preferably in a STEM field. Master’s degree preferred.Minimum of 5 years of direct experience in Naval Sea Systems Command (NAVSEA) and/or sea systems acquisitions through the naval warfare centers.Demonstrated expertise in the management of large contracts with multiple subcontractors.Proven leadership skills and the ability to manage and inspire a team.Excellent communication, negotiation, and interpersonal skills.Experience in managing complex projects in a business environmentExperience with public peaking, research, writing, and Microsoft office.Must have a Secret ClearancePMP Certification or DAWIA PM Level II or higher Certification requiredOther technical DAWIA Certifications in technical fields acceptedStrong track record in business development within the naval systems sector.Must reside in or be willing to relocate to the National Capital Region.
