About the Role:
The Program Manager is responsible for leading the execution of capital projects and programs through contracted, turn-key Engineer, Procure, and Construct (EPC) scopes of work. The Program Manager uses expert knowledge, proven program management practices, and Contractor Relationship Management (CRM) to manage the safe, on-schedule, on-budget, and high-quality delivery of capital projects and programs, while coordinating and liaising effectively with key internal stakeholders and customers.

Translate corporate and/or business division goals into achievable departmental objectives Establish goals, manage expectations and performance Update leadership on status of critical work, team performance, and required support Coordinate resources to meet project/program needs Use critical thinking and comprehension to interpret and translate daily interactions into work tasks, risks, and mitigation plans Coach and mentor team members, stakeholders, and other departments on program strategies, principals, and best practices Support the development of responsibilities for positions supporting EPC Programs (i.e. Owner’s Engineers, Estimators, Planners, etc.) Apply program management practices to oversee and coordinate the delivery large volumes of capital work through turn-key EPC contracting strategies Act as the single point of contact for all projects within assigned program, ensuring good communication amongst the project team and with internal stakeholders and customers Coordinate with contractors and internal SMEs to plan program delivery Manage program scope, budgets, and schedules in accordance with all relevant processes and practices including Program Management of Change (PMOC) Support capital investment planning, and internal financial processes by preparing plans, budgets, estimates, and updates to capital investment plans and forecasts based on program status, expenditure forecasts, and actuals Participate in and provides input into the development of procurement strategies, contractor selection and award Participate in and manage scopes for competitive RFP(s) during contractor selection Identify and coordinate deliverables between internal resources and contractors to facilitate successful execution of program projects Lead the development of Program(s) Scope of Work based on functional specifications, standards, and operational requirements Conduct site visits as required to ensure all scopes comply with project and program requirements Aid in the delivery of Engineering Work Packages (EWP) and Construction Work Packages (CWP) Ensure all key documents are properly kept and identified in the document management system Ensure Lessons Learned are collected and used to suggest enhancements to processes and methodology Lead the onboarding of Contractors working on assigned programs Maintain a positive working relationship with contractors, ensuring a balanced approach to Contractor Performance Management and Relationship Management Support Procurement Manager and/or Contract Administrators in resolving contract issues or disputes Ensure Contractor compliance with all laws, legislation, regulations, standards, best practices, and contractual requirements; including the timely reporting of high-ranking incidents, stop-work orders, or other non-compliance issues.
What You Bring:
Bachelor’s Degree in Engineering (preferred), Sciences, Business, or equivalent Project Management Professional (PMP) or Program Management Professional (PgMP) is considered an asset 8-10 years of project and/or program management experience Demonstrated program/project leadership skills and abilities Expert knowledge of program management practices and strategies; specifically in EPC execution models Expert knowledge of electric Transmission and/or Distribution project or program delivery Demonstrated abilities in project/program resourcing, schedule, and financial management, while following PMI methodology Thorough understanding HSE policies and regulations Exceptional communication, analytical and problem-solving skills Demonstrated abilities in contract negotiations and resolving contract issues and/or disputes Ability to influence and lead others within a matrix organizational structure Ability to prioritize completion of deliverables and meet commitments Proficient in the use of MS Office suite of products, as well as SharePoint Proficient use of project software such as MS Project and/or Primavera P6 is considered an asset
