Metropolitan Transportation Servicesconducts planning for the regional transportation system that includes highways, transit, aviation, freight, and bicycle and pedestrian connections. The Metropolitan Council is the region’s federally designated Metropolitan Planning Organization. MTS also provides direct transit service through contracts or partnerships with counties to deliver six major programs: Metro Mobility/ADA, Transit Link dial-a-ride, Metro Move, Metro micro, contracted regular-route bus service, and Metro Vanpool. How your work would contribute to our organization and the Twin Cities region: TheProgramManager, Technology Systemswill be responsible for budgeting, purchasing and management of onboard technology hardware and its functionality for five different contracted transit services installed on a fleet of approximately 850 vehicles located at nine different garages in the metropolitan area. What you would do in this job + Purchase end-to-end on-board technology through appropriate procurement process to include development of RFPs. Manage associated purchase orders or contracts for: + Equipment purchases + Routine maintenance, troubleshooting, new vehicle installations and vehicle decommissioning + Timely and proper handling of RMA and device repairs + Provide work direction to BSA II and contracted installation, decommissioning and maintenance support team + Coordinate routine maintenance schedules, new installs and equipment removal with MTS Fleet Manager and transit service contractor + Work with Metro Transit TCC Technology, Revenue Operations, Information Services network, Application Development staff, equipment vendors, MTS technology maintenance contractors, and transit service contractors to resolve outstanding issues and ensure that all equipment is working properly. + Add necessary vehicle equipment to support Trapeze software; and coordinate/approve software upgrades and patches. + Track and identify recurring equipment and network issues, troubleshoot, develop corrective action, implement and document solution. + Manage equipment inventory, develop process for outsourced repairs, plan for, initiate and execute new equipment purchases. + Present Business Items as necessary to the Council’s Transportation Committee. + Identify emerging technology, develop and implement an MTS technology program plan to satisfy current and future business needs. Research industry best practices and technologies for installation and utilization of technology systems. Identify program gaps and areas of potential overlap with other work units at the Council to improve system performance and efficiency. + Create standard operating procedures and training documents as needed, assist in training MTS contractors and staff as appropriate. + Oversee on-board equipment capital budget development for MTS and operating budget needed to support MTS technology systems. + Perform other related duties as assigned. What education and experience are required for this job (minimum qualifications) Any of the following combinations of completed education (in project management, business administration, computer information systems, finance, economics, or a related field) and experience (in project or contract management - two years must be in project management): + Bachelor's degree or higher with four years of experience including one year of experience in a lead, supervisory or management role. + Associate degree with six years of experience including one year of experience in a lead, supervisory or management role. + High school diploma/GED with eight years of experience including one year of experience in a lead, supervisory or management role. What additional skills and experience would be helpful in this job (desired qualifications): + One year of experience in an information technology environment. + One year of experience in contract management. + Experience working and collaborating in diverse, multicultural, and inclusive environments.
