Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Bureau of Family Health (BFH) is part of the Louisiana Department of Health, Office of Public Health (OPH), and workstopromotethehealthofwomen,childrenandfamiliesineverystageoflife.TheBureauadministersthestate’sTitle V Maternal and Child Health Block Grant program, the Title X Family Planning program, and multiple other programs, projects, and initiatives designed to monitor and improve the health of pregnant women, babies, children, teens and adults, and individuals with special needs. BFH’s mission is to elevate the strengths and voices of individuals, families, organizations, and communities to catalyze transformational change to improve population health and achieve equity.
The position serves as the Assistant Finance Manager for BFH on the BFH Finance and Operations Team. This position will assist the Bureau’s Finance Manager in managing and directing financial operations of the Bureau of Family Health, including accounting, grants management, accounts payable/receivable, annual budget, and revenue billing and collection activities for the Bureau’s over $80 million operating budget and over 25 federal grant funding sources. Supervision is received by Program Manager 2 (PM2) Finance Manager.
Responsibilities:
55%Financial Operations and Management
Carry out critical activities and functions related to the administrative and the financial management operations for BFH. Prepare annual operating budget, including multiple cost center budgets under the supervision of the Finance Manager. Conduct analysis and provide administration under the direct supervision of the Finance Manager. Support the Finance Manager in the administration of funding appropriations as set forth in the annual budget, including federal awards, statutorily dedicated funds, state general funds, self-generated revenue, and interagency transfer funds overseen by this section. Examine expenditure reports of all accounts payable and receivable entries to ensure funds are received in and expended from the proper accounts and funding sources. Maintain, analyze and reconcile all funding sources. Prepare and maintain the BFH’s budget including, compiling data, analyzing reports, researching information, preparing statistical data and forecasting budget projections for all funding sources to ensure financial stability and operation. Alert management personnel of any discrepancies and implements corrective actions when needed. Oversee the accounting cycle including, preparing journal entries and adjustments, monthly financial reporting and special purpose reports upon request. Create routine periodic financialreportingtoolsforProgramManager’sreview.CollaborateswithStateFinancialSystemTeamtodevelop customized reporting tools to monitor and track expenditures and federal reporting requirements. Respond to inquiries from programs about the status of accounts, budget, and projects. Compile financial information for auditors in collaboration with the Finance Manager. Facilitate the development of accounting and purchasing procedures with the Finance Manager. Design forms for use by the BFH Finance and Operations Team to ensure adherence to proper accounting procedures. Coordinate with other departments in preparing specifications for bids/request for proposals to ensure efficient procurement of supplies, equipment, materials and services.
35% Revenue Cycle Management and Financial Reporting
Provide payroll time reporting analysis and other financial information to ensure accuracy of information and compliance with LDH Personnel Policies and Procedures. Estimates self-generated revenues for all programs and accounts in conjunction with Program Managers. Suggest changes to operating budgets to Finance Manager and PM3 Chief Financial Officer. Attend internal review and budget meetings. Works closely with the Compliance Manager during audit field work, verifying the audit document is complete and accurate; Review the Bureau’s accounting and reporting policies and procedures to ensure that adequate internal controls are developed and maintained. Participate in the planning, organizing and review of department policies, goals, objectives, systems and procedures; recommend changes as necessary. Prepare and complete financial and cost analyses as necessary; monitor fiscal operations for compliance with generally accepted accounting principles. Direct and review financial record keeping activities such as purchasing/accounts payable, accounts receivable and fixed assets. Communicate effectively and in a timely manner with the Finance Manager on issues related to effective financial management of BFH funds. Compiles Bureau requests for presentation to the Finance Manager, Chief Financial Officer and other Program Managers. Provides assistance to other departments with the preparation of dashboards, worksheets and supporting documentations. Assist the Finance Manager with compliance with State prevailing wage laws .Assists the Finance Manager with monitoring revenue collections for programs under BFH.
5% Supervision and active management
Mentor and develop staff under supervision, manage work allocations, system training, performance evaluations, and building of an effective and efficient team dynamic. Complete performance evaluation and planning within prescribed deadlines; develop performance expectations that are justifiably job related measurable, and attainable; evaluate performance objectively; discuss performance with subordinates as necessary; address poor performance or areas for improvement more often than at the annual performance review; and ensure office priorities are accurately and adequately addressed in employee’s performance evaluation.
5% Other
Performs other duties not listed above but necessary for the effective operation of BFH. Participates in continuing education by attending in-services, workshops, and conferences at local, state, regional and national levels to maintain current knowledge of required areas. Fulfills obligation for State’s emergency preparedness and response efforts as assigned during an emergency. Travels required to complete task associated with the effective operation of BFH. Maintains a working knowledge of policies and procedures relative to the Louisiana Department Health, Division of Administration Office State Travel, and Office of State Procurement.
