The Legacy Facilities Program Manager responsibilities include, but are not limited to:
Oversee all integration activities between CNS and UCOR through engagement of appropriate functional organizations. Includes oversight of integrated schedule activities related to disposition of large, process-contaminated legacy facilities and associated infrastructure. Develop, coordinate, and manage MOAs/MOUs between NNSA and OREM and their contractors for mutual benefit. Oversee financial exchanges between UCOR and CNS. Regularly communicate (both verbally and written) progress on all integration related activities to NNSA and CNS management, including issues requiring escalation. Resolve issues between CNS and UCOR by serving as an advocate for Y-12 site priorities. Lead and participate in regular meetings hosting all parties in an effort to ensure communication occurs between stakeholders, including periodic joint sessions with senior leadership for NNSA, OREM, CNS, and UCOR. Advise and support NNSA customer in decision making on key integration issues. OR Master's degree: Minimum 1 year of relevant experience. OR Ten or more years of relevant education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting. Preferred Job Requirements The position requires a thorough knowledge of NNSA and CNS processes, policies and procedures; knowledge of buildings numbers and historical uses; knowledge of functional organization interactions, processes and systems; and knowledge of financial/budgeting processes and systems. Experience in program and/or project management is desired. The ability to provide program level direction and control for planning and monitoring the accomplishment of work within approved technical scope, schedule, and funding constraints. The ability to logically and systematically evaluate program and process problems to determine appropriate solutions; and to direct, coordinate, and facilitate the activities of technical and administrative program personnel. Requires demonstrated ability to effectively interface with internal functional organizations and external customers. This includes representing the Infrastructure Programs organization in meetings and negotiations. Demonstrated skill presenting technical information clearly and effectively through oral and written communications; and the ability to perform duties with initiative, independent judgment, and discretion. Strong leadership and interpersonal skills and the ability to interact, present, and communicate with CNS Senior Management and NNSA customers on a regular basis. Demonstrated ability to work independently as well as with a team and prioritize and manage competing priorities. An understanding of demolition and remediation scope is preferred but not required.
