Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Description
The Office of Public Health (OPH) is the office within the Louisiana Department of Health (LDH) dedicated to enhancing the quality of life in Louisiana by providing public health services to protect and promote the health of all individuals and communities in Louisiana through education, promotion of healthy lifestyles, prevention of disease and injury, and dissemination of information impacting population health. In order to carry out the above responsibilities, OPH is organized into three centers which include the Center for Community and Preventive Health (CCPH), Center for OPH Operations, and the Center for Community Preparedness and Health Protection. The Bureau of Infectious Diseases (BID) is one of five Bureaus within CCPH. BID has five Programs within the Bureau: STD/HIV/Hepatitis, Environmental Epidemiology and Toxicology, Tuberculosis, Infectious Disease Epidemiology, and Immunization.
The Immunization Program's goal is to eliminate the spread of vaccine preventable diseases by increasing vaccine coverage among Louisiana residents. The Program administers the Louisiana Vaccines for Children (VFC) program which provides vaccines at no cost to eligible children and teens, ages 0-18, throughout the state. The Program also manages LINKS, Louisiana's immunization information system that providers use to determine and record the vaccinations that patients need and receive. The Program promotes vaccinations to the public and provides training and resources to vaccination providers, schools, and childcares. Staff also play a key role in responding to vaccine preventable disease outbreaks.
POSITION DESCRIPTION:
This position serves as the Communications Manager in OPH's State Immunization Program and functions as a critical member of the Immunization Program Leadership Team. This Program Manager lB is responsible for coordinating and managing multiple statewide and/or large-scale programs or initiatives and digital marketing to disseminate information about OPH's Immunization Program's activities and services. This position keeps up-to-date on current marketing methods/strategies, especially those related to prevention of disease through vaccinations. This position has one direct report, as well as strong linkage and coordination with any communications staff that may exist in the nine OPH regions.
The duties and responsibilities of this position are as follows:
80% Planning/Implementation
• Provides support to the Immunization Program Director in the overall coordination of program activities and responsibilities
• Assists in the development and implementation of program plans, policies, and protocols for the Immunization Program services, program goals and objectives
• Proactively coordinates with members of the Immunization Program management team
• Creates, maintains, and coordinates the implementation of a comprehensive communications and marketing strategy for the Immunization Program; establishes mechanisms to measure and monitor key performance indicators
• Coordinates activities with the LDH Bureau of Media and Communications, OPH Communications Officer, and any communications staff located within the nine OPH regions.
• Provides oversight for all marketing campaigns and deliverables, including monitoring for related consultants. Negotiates and monitors contracted deliverables, including media buys and placement. Researches and weighs options for media buys to maximize impact for intended audience
• Oversees and contributes to design and implementation of new vaccine awareness campaigns; facilitates process to identify potential communication vendors, including the request, review, and selection of proposals
• In collaboration with LDH BMAC, drafts speeches and arranges interviews for appropriate staff within the Immunization Program and other Subject Matter Experts (SME)
• Communicates critical vaccine-related information effectively to the public
• Monitors to ensure websites and social networking pages are updated with event and program information (website design or maintenance experience preferred/helpful).
• Oversees the process to write informational materials related to vaccine administration, such as newsletters, bulletins, pamphlets, directories, brochures, billboards, fact sheets, and posters
• Oversees the development of audio-visual presentations and scripts
• Engages with community advisory boards across the state in developing campaigns and relevant messaging
• Analyzes social marketing data, prepares quarterly and annual reports, and presents findings at local, state and national meetings.
• Coordinates the drafting and distribution of Health Alert Networks
• Writes press releases and prepares information for distribution by media outlets
• Prepares well researched and well written contributions for new grant proposals and interim and annual progress reports for existing grants
• Maintains strong relationships with local media representatives and local officials
• As appropriate, represents the Immunization Program in communication matters
• Maintains and upholds a professional image and identity for the Office of Public Health Immunization Program
15% Supervision/Staff Development
• Participates in the Immunization Program management meetings and programmatic meetings in which overall program goals are developed, evaluated, and resources allocation, as needed
• Provides support to the Immunization Program Director in the overall coordination of Program activities and responsibilities
• Oversees staff responsible for coordinating the day-to-day duties of the Immunization Program's communications-related activities
• Recruits, interviews, hires, onboards, and manages all direct report vacancies
• Assigns, coaches, and monitors work of direct reports in order to achieve the overall goals and mission of the Immunization Program
• Meets individually with direct reports on a routine basis to ensure the provision of clear guidance and support, address general operations, and problem solve as needed
• Ensures a competent workforce and continuous staff development for Communications staff by developing and conducting in-house training, and/or providing opportunities for staff to participate in other appropriate staff development training
• Engages in and assists staff in professional development, new technologies, and strategies
• Evaluates performance and conducts PES planning and review sessions for direct reports according to the established timelines
• Manages and certifies time and attendance ensuring direct reports are maintaining productive work schedules, coding time correctly and to the appropriate reporting category, and requesting leave according to policy and procedure
• Establishes backup coverage to ensure operations continue uninterrupted at all times
• Counsels, develops and monitors supervisory plans, and recommends disciplinary action where appropriate
• Addresses personnel issues in a timely manner according to guidelines from LDH Human Resources and proposes solutions for addressing issues

• Performs other duties not listed above but necessary for the effective operation of the Immunization Program
• Participates in continuing education by attending in-services, workshops, and conferences at local, state, regional and national levels
• Fulfills obligation for State's emergency preparedness and response efforts as assigned during an emergency

Preferred Experience
• Bachelor's degree in communications, public health, public relations, journalism, or related field and minimum 2-3 years prior experience in a public relations role
