Northrop Grumman, Space Systems is currently seeking a Program Manager 2 to support FBM Programs with primary focus on the D5 Block Requal Phase A and Phase B-1 (and B-2 in 1Q26) Programs and D5 CMC Programs supporting the Propulsion Systems Division at our facility located in Bacchus Utah.

This position includes interface with the three-factory campus Bacchus, Promontory and Clearfield VSET’s in transitioning from a materials obsolescence development phase into the full-scale qualification phase with successful completion of qualification for insertion into the continuous D5 Production program.  Additional opportunities to support the completion of the D5 inert motor set for the next generation Columbia class SSBN submarine for the D5 weapon system.  Additional future programs for STV’s (Special Test Vehicle) development and production, to support the future transition from the Ohio Class to the next generation Columbia Class submarine.

This position will have responsibility for cost, schedule, technical execution and presentation in monthly reviews, quarterly reviews with the Triparty and SSP. Phase B-2 will have full EVMS and IMS schedule requirements. Additionally, the candidate will be a point of contact with internal organizations and the customer with regular communication and presentations expected.

Key responsibilities include:

Execute programs successfully by managing cost, technical, schedule and risk

Ensure contract compliance and execution of SSOW requirements including timely SDRL submittals

Oversee program planning and execution through applicable phases including concept, exploration, engineering development, advanced development, production, sustainment, and retirement 

Represent NGSC as a company, bringing the NGSC message to the customer; and integrating knowledge of the spectrum of NGSC capabilities with understanding of customer needs to promote NGSC 

Meet company and customer requirements while balancing the multiple roles and differing requirements

Understanding of Proposal Process and execution to RFP and SSOW requirements, willing to push back on those not acceptable

Maintain close working relationships with engineering, operations, and any suppliers

Maintain collaborative working relationships with D5 Production Program Managers

Maintain collaborative relationships with local customers, while adhering to contract requirements and boundaries

Education and Experience Requirements

BS degree in technical field

8 years technical experience and or project/program management experience

Basic Qualifications:

General knowledge of project financial systems and review

Be experienced in project management, resource management, and strategic planning

Continuously drive for results

Have the capacity to understand people/technical issues impacting the programs

Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively

Understand problems and issues in the context of the bigger picture and understand relationships among subcomponents

Understanding and experience with the FBM culture

Experience with EVMS and IMS

Experience in managing suppliers to schedule and budget

Technical and/or operations background

Willingness/desire to learn to lead through program management

Preferred Skills:

Familiarity with rocket motor manufacturing processes

Familiarity with Propulsion Systems factory operations (Bacchus, Promontory, and Clearfield)

Have effective communication skills

Previously managed projects (e.g.: Technical lead, CAM, PM)

Ownership mentality

Solution based

Additional Requirements:

Ability to obtain a secret clearance

On site >80%

Travel up to 10% time (between campuses, some supplier/customer travel)

Salary Range: $135,100.00 - $202,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
