Northrop Grumman Space Systems is currently seeking a Program Manager 2 to support the D5 Modernization Programs under Fleet Ballistic Missiles. The Modernization program supports the replacement and augmentation of the D5 rocket motor manufacturing equipment at three locations (Bacchus, Clearfield, and Promontory) with an eye toward increasing production rates.
This position will be primarily located at Clearfield Utah with occasional support at the other sites as needed to support the team.
This position will have responsibility for cost, schedule, technical execution, and presentation in monthly reviews, and quarterly reviews with the customers. Upcoming contracts will have full EVMS and IMS schedule requirements. Additionally, the candidate will be a point of contact with internal organizations and the on-site customers with regular communication and presentations expected.
Roles and Responsibilities:
Essentially the “down and in” view of the program.
Manage site-specific cost/schedule (CAM) including EVMS
Ensure contract compliance (including prevention of scope creep)
Execution of SSOW requirements including timely SDRL submittals
Understand the details of the site-specific work
Manage day-to-day site-specific project tasks for D5 Modernization efforts at Clearfield (Chamber manufacture) with a focus on safety:
Purchase and qualification of additional copies of manufacturing tooling
Purchase and qualification tools to replace existing manufacturing tooling
Redesign, purchase, and qualification of existing manufacturing tooling
Manufacturing tooling replacement, installation, and qualification
Process improvements and qualification
Digitization of data and processes
Maintain close working relationships with engineering, operations, and any suppliers
Maintain collaborative working relationships with D5 Production Program Managers
Maintain collaborative relationships with local customers, while adhering to contract requirements and boundaries
Coordinate with D5 Production PMs, site managers, and vendors to minimize impact of tooling installation and qualification on production efforts
Coordinate with CapEx and Facilities teams, where appropriate
Remove roadblocks for the team including escalation to the appropriate level, if needed
Work with technical and manufacturing team to identify future improvements as well as CapEx/facility needs (estimate cost)
Oversee proposals for future work
Education and Experience Requirements:
BS degree in STEM field
8 years technical experience and or project/program management experience
Basic Qualifications:
Strong personality experienced in project management, resource management, and strategic planning
Effective Communication (both written and verbal)

Capacity to understand people/technical issues impacting the programs
Familiarity with Rocket motor manufacturing processes and safety requirements

Preferred Qualifications:
Experience managing DoD EVMS programs
Detailed understanding of Clearfield Factory operations and culture

Salary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
