Northrop Grumman’s Space sector has an opening for a Program Manager 2 to support our Precision Structures team in the Mission Enabling Products Operational Unit. This selected candidate will join our leadership team of qualified, diverse individuals onsite in San Diego California.
This position will manage the cost, schedule and technical performance of contract(s) and lead shaping program requirements for follow-on efforts. The candidate will act as primary customer interface for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Additionally, they will establish and manage milestones and monitor adherence to master plans and schedules, identify program risks and opportunities, and obtain solutions, such as allocation of resources or changing contractual specifications. This leader will also direct and manage the work of employees assigned to the program from technical, operations and administrative roles.

Roles and Responsibilities:
Cultivate customer relationships and intimacy to develop further opportunities within the customer communityDevelop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansEstablish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesMeasure and report program performanceDeliver presentations to customers, executive management and other program stakeholdersParticipate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.Establish design concepts, criteria, and engineering efforts for product research, development, integration and test.Create, review and finalize the program Statement of WorkIdentify, distribute, track, and complete program requirementsEstablish and manage the program and subordinate baselinesDevelop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsIdentify, allocate and manage program resources, to include workforce planningManage Government/customer supplied property or information (GFE, CFE, etc.)Manage suppliers to meet program objectivesAdhere to all internal processes, policies, and applicable industry standardsEnsure the program team understands and adheres to contract scope, and manage change through control board activities Develop and adhere to master plans and schedulesConduct thorough risk and opportunity management practices to include identification, mitigation and realizationTravel Approx 10%Basic Qualifications:
Bachelor degree in STEM and 10 years or Masters degree in STEM and 7 years of related experience as defined belowRelated experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functionsMinimum 5+ years of experience in program managementStrong interpersonal, communication and presentation skills to internal and external CustomersExperience leading the preparation of proposals, business plans, proposal work statements, operating budgets and program budgetsProgram Plan DevelopmentBudgets, EACsMS Project IMSRisk Management including Risk mitigation and Opportunity Realization strategies Demonstrated Program Execution and PerformanceGated design development experience (PDR, CDR)Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
