Program Manager (2025-0001)

ATS is actively hiring a full-time customer site Program Manager to join the Consulting, Analytics, and Engineering Division throughout the WMA. Individual must hold a current TS/SCI w/poly.

The PM is responsible for implementing ATS management practices against scope, cost, schedule, performance, risk, quality, security, and much more. They are the principal interface between the Customer and ATS and between ATS and our subcontractors, and between all contract personnel and the customer for matters relating to technical performance. They will be the direct line manager for approximately 40 ATS and subcontractor personnel and will oversee program and personnel performance, compliance, and timecards. They will provide open and continuous communication with all personnel, subcontractor corporate POCs, internal ATS support, and the Customer.
The PM will support the program both on and off Customer site with the primary work location located in Chantilly, VA with occasional local travel within the Northern Virginia region. Remote work for one (1) day per week is allowed once the PM is settled into the position.

The PM shall:
•Work closely (to include weekly meetings) with the Customer to receive, inform, and manage all directions and requirements concerning the work under the contract.
•Maintain open, effective, timely communication with the Customer on all programmatic and technical tasks within scope.
•Deliver quality products and services on-schedule and within contract constraints, such as cost, funding, and LOE.
•Direct and manage all contractor resources in the day-to-day activities to include assigning personnel against tasks and maintaining an up-to-date status on each task outlined in the staffing roster.
•Provide on Customer-site support to address Customer and program personnel for questions and concerns.
•Review and submit all program deliverables often on a monthly basis.
•In conjunction with the Resource Manager, interview and select personnel with required skills for continuous and surge support.
•Work with ATS corporate leadership to analyze contract costs and risks.
•Identify opportunities for contract growth and increased support.
•Support Business Development tasks requiring unique insights into the contract’s efforts, success stories, and more.

REQUIRED EDUCATION & EXPERIENCE
•Bachelor’s Degree (in any field)
•3+ years project leadership / program management experience within the Intelligence Community, to include serving as an on-site lead or deputy PM
•In-depth knowledge of the IC and the standard tools, processes, and procedures around being an IC employee, such as completing Financial Disclosure Forms, reporting foreign travel, and performing customer- approved travel and training.
•Exceptional communication, writing, and people skills with individuals from a diverse set of backgrounds.
•Strong organizational skills and attention to detail.
•Comfortable providing briefings to multi-layers of Customer and ATS leadership.
•Eager to support ATS business strategies to include business development.
•An understanding of subcontract agreements and working with subcontractor personnel and rates is desired, but not required.
