Summary About the Position: There are two positions to be filled, positions will be in the Civil Project Management Branch and the Programs and Project Controls Office. The positions are in the modern 2 Hopkins Plaza building in downtown Baltimore, Maryland and located near prestigious universities, and various cultural attractions. Our mission is to deliver public and military engineering services to strengthen our Nation's security, energize the economy, and reduce risks from disasters. Responsibilities Supervises a multi-disciplinary staff engaged in the life-cycle program and funds management and project automated information system management of Civil Works, Military, and Interagency and International support programs. Ensures proper and timely maintenance of data for several projects and financial databases and provides technical support for the databases and software, such as PROMIS USACE P2 Primavera. Evaluates and interprets directives and policy instructions regarding the program budget formulation and develops and issues guidance and updates on program development and data base management. Provides reporting, analysis and review of workload, trends, and program metrics. Specialized Experience: One year of specialized experience which includes 1) Providing expertise in scheduling and utilization of software tools such as PROMIS, USACE P2, and Primavera that integrate across financial systems; 2) Providing support to managers and project managers in the development of financial analysis, status tracking, funds, and data management; 3) Providing advisory and review services on projects and programs for compliance with programming laws, regulation standards or other requirements and agency guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Leadership Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
