Program Manager

Overview:

This project provides non-personal support of day-to-day operations of the Naval Surface Warfare Center Dahlgren Division, NSWCDD (Across all departments (including Technical Departments, Operations Department, Command Staff and Combat Direction Systems Activity (CDSA) in Dam Neck which is located in Virginia Beach, VA).The Program Manager will oversee and ensure delivery of all performance under the contract and subordinate task orders. The Program Manager will directly supervise and oversee all site managers, and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract.

Primary Responsibilities:

Serve as focal point for all Contractor functions that pertain to performance under the contract and subordinate task orders.  Interact on a daily/weekly basis with the CO, COR, and GTMs to ensure performance across all contract tasks.  Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.  Advise and assist regarding the technical scope of the contract.  Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.  Plan, establish, and review compensation actions, enforce policies and procedures.  Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.  Ensure all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under this contract.  Ensure professional development training as required for personnel.  Oversees on-time delivery of requirements, invoicing, and other fiscal management functions.  Review, assess, manage, and correct any behavior by Contractor personnel

Education and/or Experience:

10+ years of Program Management experience which includes both technical and administrative aspects of Government contract performance, providing contract data deliverables, and having oversight of contract schedule and cost 5+ years of experience managing Federal Government programs/contracts Experience with administrative oversight of contractual matters and serving as a liaison between the Customer Representative and corporate management Experience managing services simultaneously while supporting many projects Experience ensuring that all activities conform to the terms and conditions of the contract

Knowledge, Skills, and Abilities:

Ability to communicate effectively with senior representatives of Public and/or Private sectors. Effective time management. Ability to manage diverse groups of professionals.
