Program Manager
Overview: We are seeking a seasoned Program Manager with a strong background in government contracting (GovCon) to lead and manage federal programs. The ideal candidate will oversee program operations, manage government contracts, ensure compliance with regulations, and work closely with both internal teams and federal clients. This role requires exceptional leadership, communication, and project management skills, along with a deep understanding of government procurement and contracting procedures.Responsibilities:Program Management & Execution:Lead the planning, execution, and delivery of government contracts, ensuring all deliverables meet quality standards and are completed on time and within budget.Define program objectives, develop detailed project plans, and manage resources to ensure successful program execution.Serve as the primary point of contact for government clients, ensuring strong client relationships and satisfaction.Contract Management & Compliance:Ensure all programs comply with federal government regulations, including FAR, DFARS, and other applicable procurement laws.Manage contract modifications, extensions, and closeouts, ensuring accurate documentation and communication with government agencies.Oversee contract deliverables, milestones, and key performance indicators (KPIs), ensuring full compliance with contract requirements.Risk & Issue Management:Identify and mitigate risks associated with program execution, proactively addressing any potential issues that could impact delivery or compliance.Establish and maintain a risk management plan, regularly updating stakeholders on potential risks and mitigation strategies.Address program challenges and issues as they arise, working collaboratively with internal teams and clients to find solutions.Financial Oversight & Reporting:Monitor program financials, including budgeting, forecasting, and expense tracking, to ensure alignment with contract terms and profitability goals.Ensure accurate invoicing and financial reporting to both internal teams and government clients.Work closely with the finance team to ensure compliance with cost accounting standards and government cost regulations.Team Leadership & Coordination:Manage cross-functional teams to ensure successful execution of program goals, including technical, administrative, and operational staff.Provide guidance, mentorship, and leadership to team members to foster collaboration, growth, and productivity.Organize regular status meetings, providing updates on program progress, financials, and any issues or risks.Client Relationship Management:Develop and maintain strong relationships with government clients, ensuring effective communication and alignment of program goals.Lead regular meetings with government stakeholders to provide program updates, resolve issues, and discuss opportunities for growth.Work to identify opportunities for contract extensions, renewals, or new government business based on strong performance and client satisfaction.Continuous Improvement & Strategic Planning:Identify and implement best practices to improve program delivery, efficiency, and client satisfaction.Participate in strategic planning for future government contracts and growth opportunities within the GovCon space.Ensure all programs align with the organization’s long-term goals and strategies.Qualifications:Bachelor’s degree in Business, Project Management, or a related field (Master’s degree preferred).5+ years of experience managing government contracts or federal programs within the GovCon sector.Strong understanding of government procurement processes, FAR, DFARS, and compliance requirements.PMP (Project Management Professional) certification or equivalent preferred.Proven track record of managing multi-million dollar federal contracts successfully.Exceptional leadership and communication skills, with experience managing cross-functional teams.Experience with budgeting, financial management, and cost controls in government contracts.Ability to manage client relationships and expectations effectively.Proficiency with project management software (e.g., MS Project, Jira) and financial management tools.
