Summary About the Position: Serve as Program Integrator/Senior Project Manager for the USACE Designated "Mega project" at Norfolk District's Arlington National Cemetery (ANC) Branch with responsibility for exercising management and operational control over the assigned projects. Responsibilities Manage a variety of very unique efforts and projects related to the expansion of Arlington National Cemetery (ANC) for the Norfolk District. Accomplish assignments in accordance with broadly outlined Program and Project Delivery Business Process (PDBP) objectives and the current USACE “Mega Project” Engineering Construction Bulletin as applicable. Provide program integration across multiple agencies/organizations to, develop appropriate requirements for multiple projects, conformance with criteria, and compliance with policies and procedures. Exercise initiative and judgment in taking unreviewed action in conforming to overall plans, schedules, operating policies. Develop standard methods and procedures to be used throughout the ANC expansion efforts to manage projects and funds; utilize design and construction directives; and develop and submit budgets for design/construction funds. Specialized Experience: One year of specialized experience which includes: Serving as principal integrator/Project Manager between multiple divisions/districts interfacing with high level officials; Applying management principles and practices to plan program execution that may require substantial resources; Determining the source of problems relating to, but not limited to, design and/or construction delays, excessive costs, and other technical issues; Providing program integration across multiple agencies and organizations to develop appropriate requirements for multiple projects.; Utilizing in-depth understanding of mission objectives and applicable guidance and directives in order to anticipate major programming needs/problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Decision Making Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
