Summary The Deputy Assistant Director - Office of Communications develops policy and serves as its representative in areas of external relations including media and partner communications; public information and news media programs. This is a not-to-exceed one (1) year temporary promotion assignment. This temporary promotion may be extended without further competition; however, it may not exceed a total of five (5) years. This temporary promotion may be made permanent without further competition. Responsibilities The Program Manager salary will be based upon duty station and locality pay once selected. However, if this position is made permanent, the employee will have to report to Baileys Crossroads, Virginia. As a Program Manager your duties will include but are not limited to the following: Oversees the communications functions for the Fish and Wildlife Service including Media Services, Public Affairs, Digital Media, internal and external communications, Congressional and Legislative Affairs, and Partners and Intergovernmental Affairs. The incumbent serves as full deputy, with authority to act in the absence of the Assistant Director - Office of Communications. The Deputy Assistant Director is the direct supervisor of the division chiefs and is responsible for the human resources and budget responsibilities of the Office of Communications. Provides strategic leadership of the following divisions - Congressional and Legislative Affairs, Marketing Communications, Partners and Intergovernmental Affairs, and Public Affairs - and in coordination and collaboration with Office of Communications programs supervised in the eight regions across the country. Requirements Conditions of Employment Qualifications Only experience and education obtained by 10/25/2024 will be considered. In order to qualify for this position you must possess both the Minimum Qualification. Minimum Qualification GS-15 One full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Examples of specialized experience may include: 1) leading a public affairs and communications program for an organization to highlight the mission and accomplishments of the bureau and/or organization; 2) managing short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs; 3) establishing and maintaining effective working relationships with others, who may represent opposing views or conflicting interests; planning work to be accomplished by subordinates, setting and adjusting priorities; and 4) analyzing conflicting information and data from a wide array of sources and developing recommendations and strategies that will achieve the organization's public affairs and communications objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. At the expiration of this assignment, at management's discretion, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. This temporary promotion may be made permanent without further competition.
