Project Scope: The District’s Department of Health Care Finance (DHCF) will be utilizing the IT Staff Augmentation (ITSA) process to add skilled resources to a team of government staff for the purposes of implementing a Health Benefits Exchange (HBX) in accordance with the Patient Protection Affordable Care Act (PPACA) – a federal statute signed into law in March 2010.  The implementation will also include modernization of the District’s current consolidated health and human services eligibility and enrollment system.

 

Position Description: For the implementation of the HBX or DCAS, the District will procure commercial-off-the-shelf software, and services of an integration vendor to build and integrate configurable solutions, such as Small Business Health Options Program (SHOP) and individual plan selection, to provide seamless interaction between the consumer and the health insurance marketplace, state eligibility systems, the federal and state data hubs, other systems, and Qualified Health Plans (QHPs). In support of this effort, the procurement includes a senior project manager resource with strong technical expertise, operating within the governance of the DHCF IT project management office (PMO) as the Deputy Lead Project Manager, who will oversee the system integration vendor’s total effort in conjunction with its contracted solution delivery responsibilities. This includes all deliverables, activities and tasks relating to architecture, infrastructure, packaged software configuration/customization, solution component integration, and legacy system integration across the entire system development lifecycle (SDLC) of DCAS. This individual will operate as the District’s primary technical interface with the systems integration vendor who will be developing the technical solution based on requirements from these domains. A successful candidate for this position will be able to expertly apply project management processes and principles across the system development lifecycle.

 

Primary Duties and Responsibilities:

• Build constructive business relationships with senior business stakeholders and ensure project support and commitment

• Identify and communicate project vision, goals and objective

• Define project scope, deliverables and roles and responsibilities in collaboration with stakeholders and business partners

• Identify skill set requirements and roles and responsibilities of the project team

• Assign and monitor work of technical personnel, ensuring that project steps are in alignment with business objectives, on-time and within budget

• Oversee all project activities across both the technical development domains and business/functional domains

• Lead the technical aspects of a specific release through the full software delivery lifecycle within a complex, multi-year program

• Understand, track and articulate issues / risks / action items; work with responsible owners to address the items on a timely basis; update the appropriate audiences as needed

• Our key area of opportunity will be to quickly help track and monitor environment setup and issues/risks

• Establish relationships with technical teams in other LOBs to clearly identify and manage interdependencies

• Develop strong working relationships with business partners to deliver the holistic solution

• Manage scope throughout the project duration. Maintain accurate program estimates, timelines, work plans, status reports

• Resolving conflicts by demonstrating leadership and appropriate decision-making competencies

• Identifying resource needs and negotiating with cross-agency leadership to secure necessary resources and cooperation

• Interfacing with senior technology and business managers across the firm regarding project status and resolution of issues requiring escalation

• Expertise in project management discipline and techniques

• Ability to lead and motivate cross-functional teams and interact with all levels

• Plan budgets for equipment, resources and vendors

• Identify, analyze and prioritize project risks and impact of risks on the project

• Develop a communications plan to update stakeholders of the progress and approval process

• Design and implement processes to monitor and control resources, budget, risks and quality

• Monitor and control change requests and determine feasibility of change requests and downstream impact. Manage approval process for change requests

• PM does not need to be technical, but will manage technical team members and should be able to work seamlessly with all stakeholders and team member

 

Qualifications:

• Four year college degree – Required

• Master of Business Administration or Master’s degree in CS or IS – Preferred
