We are actively seeking an experienced Program Manager who will be primarily responsible for supporting Air Force Life Cycle Management Center (AFLCMC)/LP Wright Patterson  AFB, OH. 

 

The AFLCMC Propulsion Directorate, AFLCMC/LP, has the collective Air Force Materiel Command (AFMC) mission responsibility for developing, acquiring, testing, fielding, sustaining and modernizing leading edge propulsion systems through the life cycle management for the United States (US) war-fighter and international partners. In order to meet current and projected workload requirements in support of propulsion, the Government must augment its organic (military and civil service) capabilities at AFLCMC/LP with Advisory and Assistance Services (A&AS) support. 

 

AFLCMC/LP is headquartered at Tinker Air Force Base (TAFB) with units located at Wright Patterson Air Force Base (WPAFB). The LP Directorate is currently comprised of three Divisions: Propulsion Acquisition Division (AFLCMC/LPA), Propulsion Sustainment Division (AFLCMC/LPS), and Propulsion Integration Division (AFLCMC/LPZ). As part of AFLCMC, the Propulsion Directorate was created to re-establish the vital, United States Air Force (USAF)-wide management of propulsion engines across the enterprise.  

Responsibilities include, but are not limited to the duties listed below Support acquisition strategy development for new engine, modification, or retrofit requirements and applications, and incorporate acquisition streamlining processes.Prepare plans and documentation required to participate in the Material Development Decision (MDD), the pre-/post-Acquisition Strategy Panel (ASP), source selection activity and the Milestone A, B and C decision processes (DoDI 5000.2). Prepare, review and edit compliant acquisition documentation in the various phases of engine life cycle management. Review documentation for programmatic considerations and issues and recommend solutions/improvements.Develop and prepare briefings in required format to provide program status for review and approval by Government program manager as needed.Arrange and support various program actions, including IPT actions, to include meeting attendance and preparation of meeting minutes.Assist in development of funding requirements and programming of funds leading to program implementation. Assist in development and review of should cost/will cost estimates and programming of funds for Program Office Memorandum (POM) submission into the Five Year Defense Plan (FYDP). Support planning and execution of all engine retrofit activities, including the planning for retrofit requirements and the program- approved requirements to be budgeted in the POM. Monitor financial obligations and expenditures as well as cost /schedule / performance to confirm funded program activities are obligated and executed on cost and on schedule.Plan, organize, complete, and present assessments of cost, budget and schedule implications. Conduct research of cost, budget, schedule, and related technical, performance, and program data to enhance analysis and estimating capabilities (research includes inputs to program financial management, budget and financial analysis, obligation and expenditure forecasting, unliquidated obligations, funds management, funds status, funds control techniques, and reconciling budgetary or financial data).Develop schedules and metrics to track program status using Earned Value Management (EVM) principles. Monitor, track, and report milestone and implementation status. Identify and assist with resolution of program management issues.Prepare cost estimates for all phases of acquisition and sustainment programs.Interface and coordinate with senior AFLCMC/LP leadership headquarters, MAJCOMs, operational wings/squadrons, test agencies and Air Force centers to accomplish assigned tasks.Support cost, schedule, and performance management of Combined Test Force (CTF) operations and management for the engine program. Coordinate CTF activities, facilitate meetings, capture meeting minutes and action items, and provide CTF-related information to leadership as needed.Support audit agency requests for information regarding engine programs and research, gather data, and propose responses for review and assessment by Government engine managers.Research and develop data for Air Staff requests and program management reviews.Advise and support the Propulsion Program Office in complex Adaptive Engine Transition Program (AETP) Engineering and Manufacturing Development (EMD) acquisition planning activities and cross-organizational support to the F-35 JPO led Engine Business Case Analysis (BCA) study and tri-variant study.Provide strategic guidance and assist in developing of acquisition strategies, requirements, and senior leader communications in support of Congressional, Office of the Secretary of Defense (OSD), and United States Air Force (USAF) engagements.Attend meetings, generate plans, author documents, and provide advice and direction to support the development of an Acquisition Category (ACAT) 1 EMD acquisition strategy.Communicate clearly, both verbally and in writing, with program and technical representatives from industry as well as with government stakeholders managing the direction and decisions of the program.Have an active role in all activities required to plan for and execute: Market Research, acquisition strategy development, an Early Strategy and Issues Session (ESIS), an Acquisition Strategy Panel (ASP), Requests for Information (RFIs), Requests for Proposals (RFPs), and Source Selection. Education, Requirements and Qualifications Clearance: Secret or ability to obtain a SecretMaster’s or Doctorate Degree in a related field and at least twenty (20) years of experience in the respective technical / professional discipline being performed, twelve (12) years of which must be in the DoD or,Bachelor’s Degree in a related field and twenty-five (25) years of experience in the respective technical/professional discipline being performed, fifteen (15) years of which must be in the DoD or, Thirty (30) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, twenty (20) years of which must be in the DoDFamiliarity with AFMAN 20-116, Propulsion Life Cycle Management for Aerial Vehicles and other DoD, Air Force and lower-level acquisition and contractual policy, publications, supplements, manuals, etc. (e.g., DoDI 5000.2), as well as other applicable documents and regulations, systems, and guides as they relate to aircraft engine managementMay be required to learn to use other commercial or specialized computer applicationsTen (10+) years’ experience in DoD acquisitions and DoD acquisition strategy development and planning experience Working Conditions and Physical Requirements May be required to lift 50 lbs.May be required to travel within the organizational geographic area of responsibilitySome travel may be required Options Apply for this job onlineApplyShareEmail this job to a friendRefer Sorry the Share function is not working properly at this moment.
