Complete Description: The Technical Project Manager should be have a technical background in programming and databases, technical documentation, and experience in COTS Accounting Systems.
This position will support the Arkansas Insurance Department (AID) Information Systems Programming section with the implementation of a new rapid application development strategy and specifically the replacement of the outdated Computerized Accounting System (CAS). CAS is a fourteen (14) year SQL database/Microsoft (MS) Access front-end system that primarily manages premium tax payments to the state. Due to the age, technology and evolving demands being placed upon the current system, it has become time consuming to maintain. The system needs to be rewritten or replaced with a Commercial Off the Shelf (COTS) product.
In addition to CAS, the AID IS Programming section is responsible for maintaining over seventy (70) homegrown MS Access/SQL applications. This position will support the development of a five (5) to seven (7) year plan to rewrite all seventy (70) plus applications.
The new AID IS programming strategy consists of using PHP language and MySQL database. AID IS installed a PHP/MySQL development (DEV), PHP/MySQL test/QA environment (QA), and implemented source control procedures. AID hired one (1) PHP programmer who is training/retooling the three (3) existing MS Access programmers. One (1) existing AID Systems staff is responsible for the MySQL database administration and security. The Technical Project Manager is responsible for documenting the pro/con for outsourcing versus rewriting the CAS replacement. If outsourced, the SC is responsible for working on the system procurement. In addition to the CAS deliverables in the Services section below.
