The DGS IT Office has several system implementations planned for 2015-2016 and requires a project manager to assist in bringing these projects to fruition. The project manager will assist the DGS IT office by one or more projects through the system implementation process. Each project will require a well-rounded manager who can manage the project, as well as apply the necessary business analysis, training and documentation skill sets to ensure the project is successfully executed in line with DGS’s standards and methods. 
In general, the project manager will perform the following activities:• Responsible for all project management activities associated with the design, development, and implementation of custom-built enterprise system as well as large deployments of COTS/MOTS/SaaS applications and frameworks.• Exercises initiative and independent judgment in planning and directing the projects assigned. Projects are received in broad outline, from the supervisor with the Project Manager developing and implementing strategies to effectively meet and complete the assignments• Creates and maintains all project management documents and artifacts, including but not limited to: project plan, project charter, project budget, project timeline, project change process, project requirements, process maps, testing documentation, project status reports and other documents as needed and/or requested
At this time, it is anticipated that the project manager will be fully responsible for the following two projects. Assigned projects may change based on business needs and priorities of DGS executive leadership. The specific project activities and expected timeframes for completion are outlined below. 
State Surplus – COTS System Identification and Implementation DGS, through the Bureau of Surplus Supplies and Operations (BSSO), is the state agency charged with receiving, inventorying, reallocating, selling, recycling and/or disposing of supplies and equipment no longer needed by other Commonwealth agencies.  Currently, BSSO utilizes a simple web-form to track receipt of surplus supplies and equipment from Commonwealth agencies.  Once received, no information technology solution exists to inventory items salvaged for reuse/reallocation or to monitor the movement of these items through the reallocation, recycling or disposal processes. 
BSSO seeks to procure a surplus property inventory control system that would not only allow them to receive surplus property information from agencies but also to barcode, inventory, store and track these items through the reallocation/disposal status. 
The project manager will perform the following tasks:1. Facilitate a market analysis process to identify COTS systems that can potentially manage the state’s surplus processes (July)2. Guide the team through a software evaluation process to select one or more products that will meet BSSO’s requirements for a full inventory system (August)3. Assist in the procurement process and system implementation planning processes (September – October)4. Prepare for and manage the team through the vendor kick-off and preliminary configuration phases (November – December)
e-Alerts –Application Re-Write and ImplementationThis project is a re-write of the e-Alerts application utilized by eMarketplace to notify interested parties of new procurement opportunities. The E-Alerts application allows any individual to register to receive email notifications of procurement solicitations. This project will enhance e-Alerts to be a more flexible stakeholder communication tool that can be utilized across DGS. 
The project manager will perform the following tasks:1. Elicit and document requirements from various DGS bureaus and stakeholder groups. (July)2. Assist the DGS application development staff with preparing and validating system design documentation (July - August)3. Assist the DGS Application Development Administrator in overseeing the design and development of the application (August – November)4. Organize and facilitate user acceptance testing, including preparing testing scenarios and participating in testing  (November)5. Organize user training activities, prepare training documentation and facilitate training sessions to prepare users for implementation (December)6. Coordinate go-live of the system with the DGS ITQ Re-Write project team. (December)
