Program Manager (PTR-2024-21970):

 

Bowhead seeks to network with a Program Manager (PM) for an upcoming/potential effort, to provide oversight, direction, and coordination in  support of operations, maintenance and support (OM&S) for the Primary Training Ranges (PTRs) managed by ACC at Avon Park Range, FL; Grand Bay Range, GA; Belle Fourche (Colony) EWS, WY; Dare County B&G Range, NC; Holloman B&G Ranges, NM; Poinsett EWR, SC; Mountain Home Ranges, ID; and Snyder EWS, TX. PTRs consist of Electronic Warfare Sites (EWS), Electronic Warfare Ranges (EWR), and Bombing and Gunnery Ranges (B&G). Manage and administer the work effort to assure fully adequate, disciplined, and timely completion of all requirements in a safe manner.

Responsibilities Serves as the primary PM and authorized to interface with the Government Contracting Officer (CO) and the contract level Contracting Officer’s Representative (COR). Has full authority to negotiate, act and commit for the contractor on all contractual matters related to the PTR contract.Required to be available within 24 hours to meet with Government personnelat Langley AFB, VA when mission dictates a face-to-face meeting.Establish and carry out departmental or organizational goals, policies, and procedures. Manage general activities related to providing services. Consult with other executives, staff, and board members about general operations. Support government conferences, meetings and quarterly program management reviews.Responsible for the performance of work at all PTR locations.Responsible for ensuring a sufficient number for personnel are available to support operations at each designated operating location during normal working hours to include weekends and holidays.    Direct and oversee the organization's financial and budgetary activities.  Analyze financial statements and other performance indicators.  Identify places to cut costs and to improve performance, policies, and programs. Coordinates and monitors the scheduling, pricing, and technical performance of the contract. Ensures adherence to master plans and schedules; develops solutions to program problems; and directs work of employees assigned to the contract from various departments. Ensure accomplishment of the contract objectives are completed on time and within budget. Relies on extensive experience and judgment to plan and accomplish goals. Ensure an adequate staff of personnel with the necessary management expertise to perform the work in accordance with sound and efficient management practices. Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner. Distribute Government provided customer-satisfaction surveys. Prepare, implement, and maintain a Management Plan (MP). Implement a continuous Risk Management process throughout the life cycle of the Contract. Provide a detailed monthly and annual status reports. Qualifications Program management experience of a DoD aircraft training range within the last 5 yearsBachelor’s Degree requiredSuccessful Program management experience of projects with multi-million dollarannual budgetsIndividual shall have written and oral communications abilities commensurate with this management role.Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.Ability to understand, speak, read, and write the English language.Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.Valid driver’s license in the state of employment with an acceptable driving record.Ability to pass a pre-employment background check.US Citizenship is required.

 

Supervisory Responsibilities

Provides leadership and direction to the management and technical team. Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action. Ensures flow of communication from upper management to employees and vice versa.

 

Physical Demands

Must be able to lift up to 50 pounds.Must be able to stand and walk for prolonged period amounts of time.Must be able to twist, bend, and squat periodically.High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.

 

Environment  

Program Manager is required to be on-site. Work areas consist of office and non-office settings such and industrial locations. Requires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required.

 

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
