Summary About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Directorate of Civil Works located in the U.S. Government Accountability Office (GAO) building in Washington, DC.Management may select at any of the grade levels announced. This position is a Permanent Full-Time position. This is a developmental position and will be filled at the GS-13 and/or target grade GS-14 level. Responsibilities Serves as Program Manager at staff level assigned to the Programs Integration Division, Civil Works Directorate. Serves as a liaison with Congressional members and staff providing guidance on the congressional requirements for the development and defense of the complete range of Civil Works funded activities. Incumbent will be responsible to coordinate assigned task with senior leadership, Office of the Assistant Secretary of the Army for Civil Works (OASA(CW), The Office of Management and Budget (OMB), and Congressional professional committee staff. Incumbent will be responsible to convey and defend results of the Civil Works program development, review and analysis and presents rationale for recommendations made. Responds to questions from Legislative and Executive Office to include ASA(CW), OMB, Congress, and other Federal agencies and general public to provide information on justification, program changes or policies in support of appropriation requests. Manages the development of responses to Congress. Maintains an extensive knowledge of Civil Works program development guidance, administration policy and guidance issued by technical functions that contribute to the program development business process and execution of the Civil Works program. Serves as an advisor to the field regarding changes and modifications required to conform to program and project management principles and practices. Specialized Experience at GS-13: One year of specialized experience which includes: 1) Working on Capitol Hill for a member of congress (House or Senate) or working in a legislative affairs position; 2) exercising expert knowledge of program goals, objectives, and timing sequence of key program events and milestones to evaluate program accomplishment; and 3) applying a broad range of administrative laws, policies, regulations, and procedures applicable to effective program management in order to make recommendations to existing regulations or policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Specialized Experience at GS-14: One year of specialized experience which includes: 1) Working on Capitol Hill for a member of congress (House or Senate) or working in a legislative affairs position; 2) providing oversight to highly-visible programs that involve the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; 3) providing advice to address potentially controversial findings, issues, or problems with widespread impact; and 4) applying program management policies or demonstrating skill in planning, organizing, integrating, and directing teamwork related to the Civil Works program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Selectee will be required to complete 52 weeks before being promoted to the next higher grade level. This position has promotion potential to the higher-grade GS-14 when requirements have been completed.
