Position Description:

The Project Control office manager will provide the oversight and direction necessary to establish a fully functional project control office and to manage the PCO staff and ongoing daily operations of the PCO. The PCO Manager will create and use tools to monitor and report on schedule progress, resource utilization, issue resolution/escalation, and process adherence. The PCO Manager will also gather and report on project team performance and compliance. The PCO manager will support the state in meeting the timely delivery of quality information technology services for all stakeholders of the project. The PCO manager will be responsible for performing schedule, scope and technical control tasks. The PCO Manager will directly oversee all the PCO personnel. THE PCO MANAGER WILL DIRECTLY OVERSEE ALL THE PCO PERSONNEL. The scope-of–work is to serve as Senior Project Manager for the MDOC OMS projects in particular; the scope-of-work includes the following: 1) Strategic Planning

a) Develop and maintain a Technology road map for the next three years.

b) Provide leadership to all projects so they align with the road map.

c) Oversee Business Process Reengineering (BPR).

d) Provide leadership, direction to the project team so that tasks and activities are coordinated to integrate with each other and are in congruence with the project plan and schedule as assigned.

e) Develop and manage procurement plan, in particular a Request for Proposal (RFP) to acquire system integrators

2) Project Initiation

a) Project orientation and start-up, including development of a plan and related processes to combine all OMS projects.

b) Consolidation of Project Management tools and expertise.

3) Project Management and Support

a) Release Planning and Management.

b) Apply knowledge, skills, tools and techniques to project activities to meet project requirements in terms of time, cost, and scope and at an acceptable level of quality.

c) Coordinate the process for overall decision making, project governance, and deliverable review and approval to insure that the systems achieve their intended purposes.

d) Provide daily direction and oversee work product progress, team interactions and overall project success. Specifically:

(1) Interface with any contractor managers engaged for this project

(2) Develop estimates prepare and manage the technical project budget

(3) Help manage the project communications plan

(4) Identify project risks and issues; manage, including an escalation process, these project risks and issues e) Help develop reporting/communication mechanisms for the project

(1) Develop project reports for management review of progress of the technical aspects of the project

(2) Develop appropriate project communications for executives and staff on project status and issues

(3) Help develop and maintain an effective, customer-focused and usable communications process

(4) Assist in preparation of project status reporting mechanism that addresses, at a minimum, task status, deliverable completion, budget expenditure and completion estimate, risk analysis, resource assessments, schedule adjustments, and problem/issue/risk identification and corrective action

4) Scope Control/Management

a) Package units of work into meaningful implementations (releases) of value to the stakeholders, and effectively evaluate, manage, and control changes to those planned releases as the State and/or contractors propose changes to the agreed upon plans.

b) Help ensure the project is designed and implemented according to approved scope and requirements by overseeing all requirements via a requirements traceability matrix definition through testing and implementation.

c) Work closely with the State and contractors to achieve an iterative development and deployment approach for the project delivery.

5) Schedule Management

a) Schedule, plan and monitor the work of the application maintenance/development contractors, DTMB, MDOC.

b) Identify problems as early as possible so that corrective action plans can be put in place quickly to keep the projects on track.

c) Schedule and facilitate project health checks as required.

6) Workflow Coordination

a) Coordinate work assessment and prioritization processes, in conjunction with DTMB,

 b) MDOC, contractors, and various support and user representatives.

7) Transition Support and training for OMS project team

a) Since State staff will continue support of these applications post implementation, the senior project manager will need to provide support and training in order to transfer knowledge of new methods, procedures, processes and techniques used in these projects from the Contractor community to DTMB and MDOC staff as directed.

 

Skills Required

Experience Required

The senior project manager must have the following experience, skills and expertise: a. Possess a current professional certification in Project Management, such as the Project Management Professional (PMP) certification b. A minimum of 15 years’ experience delivering and managing IT solutions in the government and/or private industry c. Minimally five years’ experience managing a large, complex multi-year systems development projects whose budget was greater than $10,000,000 (excluding hardware/software costs) and whose timeline was greater than 3 years. d. Five years’ experience in managing cross-functional projects, programs with tight deadlines. e. A minimum of 5 years in legacy-migration project experience f. Excellent organizational, communication (both oral and written), presentation and time management skills required and demonstrated ability to influence other teams to meet goals. g. Demonstrated technical aptitude and familiarity with design and utilization of complex systems h. Demonstrated knowledge and experience in technical areas below: • Implementation of COTS solutions • Address software • .Net frameworks • Hardware configuration • Wide range of software products utilized for project management, configuration management, testing, etc.

 

Education Required

Possess a currently professional certification in Project Management

 

Additional Information

Position requires: 1) Documented experience in successfully managing Information Technology (IT) projects (full project lifecycle) whose budget was greater than $10,000,000 (excluding hardware/software costs) and whose timeline was greater than 3 years. 2) 5 years of recent experience in managing IT projects in a government environment 3) Documented 3 to 5 years’ experience in successfully managing the establishment and operations of a fully functioning Project Control Office or Project Management Office. A minimum of 2 such “establishments” is required for this particular project position. 4) Documented experience in successfully managing a PMO/PCO for complex projects (including multiple stakeholders, PCO staff, multiple vendors, data conversions and multiple technologies). 5) Documented experience in performing Project Management, Quality Management, or other critical functions within complex Information Technology projects (preferably with budgets greater than $10,000,000
