The ideal candidate will have experience leading interdisciplinary (i.e., Technology, Business, Finance, Legal) project teams in a large governmental, enterprise wide information transformation project. This position will be part of the Program management team whose responsibilities will begin with writing the RFR and reviewing vendor proposals, to managing the project after the vendor is hired. The ideal candidate must be able to navigate within the governmental framework and adapt quickly to policies and procedures that all public employees must adhere to.

 

This project will consist of the development of a new data architecture, migration of 100+ applications, as well as data cleansing, conversion and migration activities. Clients’s preferred candidate must be skilled at navigating complex environments while organizing and directing diverse project teams. This individual must manage disparate team skill sets, multiple vendor relationships, multiple communication channels, budget, and all government requirements. The ideal candidate must be able to lead, educate and support the project team, business owners and sponsors on project requirements, maintain the project schedule, keep team members on task in the attainment of project milestones, provide guidance to project team on presenting proposals to senior management, manage activities of consultants/vendors associated with project efforts, address conflicting priorities and adjust project plans accordingly.

 

Primary Responsibilities

Create and support a high performance team

Develop, manage and implement the detailed project plan created for the five year effort including the development and integration of sub project plans related to various project tracks.

Facilitate discussion and decision making with business owners to conduct due diligence reviews and business analysis for complex decisions related to system development, business process re-engineering, data cleansing and data conversion efforts.

Lead teams comprised of business SMEs, BAs, Developers, Data Architects, DBAs, System Architects, and Network Engineers in the management, production and review of detailed business requirements.

Manage the quality of work and successful execution of multiple projects.

Facilitate and document group discussions focused on identifying best options based on business and implement plans.

Facilitate decision-making process as required across business and IT.

Identify and resolve issues, ensure consistency and breadth of communication across work streams.

Direct teams’ efforts to communicate results and recommendations to senior management and others.

Follow established governance and PMO practices including weekly status reports, dashboards, logging/tracking risks and issues, identifying and forecasting resource needs

Identify training needs of team members and plan solution

Oversee and report on the Financial Management/Budget of the project

 

Qualifications

Education, Skills and Competencies

BA/BS degree in business, Information Management, or related discipline; MBA and/or project manager designation(s) preferred.

Experience in managing a project budget of more than $5 million

Experience developing a high performance team

Superior understanding of project management principles, with 10+ years experience leading other project managers in multi-disciplined, multi-year initiatives.

Experience managing a complex enterprise information transformation effort involving a system redesign and large data conversion effort

Knowledge of the principles of data analysis and cleansing

Knowledge of the the principles of the code development and quality assurance process

Proven capability to manage multiple projects, creating a well-defined plan that addresses dependencies across subproject.

Ability to integrate enterprise-level business drivers and departmental business strategy and manage the project plan accordingly.

Demonstrated ability to form trusted partnerships across all levels of business organization, including senior management.

Strong computer skill set, to include MS Word, Excel, Power Point, Visio, and MS Project

Strong oral, and written communication skills, including assessment and

delivery of status and the impact of scope changes to overall project plan/progress. Proven ability to communicate with technical and business resources in a manner that supports progress and success

Strong interest in and understanding of government agencies, economies and cultural differences.

Ability to understand, appreciate and adapt to new cultures and ways of working.
