The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.
We have an upcoming need for a Program Manager to support the Acquisition Policy and Innovation (API) Directorate within the Office of the Assistant Secretary of Defense for Acquisition (OASD(A)). This role is located onsite at the Pentagon in Arlington, VA.
ResponsibilitiesThe candidate will support API as the Program Manager for a 15-to-20 person contractor team working across multiple API functions. The Program Manager will be responsible for coordinating the transition after contract award; serve as the primary point-of-contact for official communications and interactions with the Government Contracting Officer and Contracting Officer’s Representative; oversee the contractor team and subcontractor performance; manage work distribution among the contractor team; and ensure on- and off-boarding of personnel. Will also provide direct support to API for tasks including meeting planning, coordination, and execution to facilitate offsites, industry days, conferences, and other events. This will include scheduling, coordinating, and preparing for meetings; developing and disseminating agendas, briefings, event materials, and post-meeting summaries and minutes; and tracking the status of action items to completion.
QualificationsRequired:
Master’s degree.7+ years of relevant work experience.Active DoD Secret Clearance.Experience staffing and briefing senior-leadership at the Flag Officer, General Officer, and Senior Executive Service-level.Desired:
5+ years of experience relevant experience leading teams of 20 or more personnel.5+ years of experience managing cost, schedule, and performance of programs exceeding $20M in total value.5+ years of experience supporting Headquarters-level DoD organizations including the Joint Staff, Defense Agencies, Services, Major Commands, or Combatant Commands.Knowledge and expertise in one or more of the following: Acquisition Pathways and Policy; Defense Business Systems; or Intellectual Property.
