Program Manager
Summary About the Position: You will serve as the Deputy Chief, Programs and Project Management Division, representing the Division Chief in overall program discussions and decisions; reviewing issues related to Division technical matters, compliance with established policies, accomplishment of overall objectives; and ensuring consistency and continuity of program management within the District. You will also be responsible for Project Delivery Business Process Training (PDBP) and SOP development. Responsibilities Perform day-to-day supervisory and management functions and participate in formulating and implementing long-range plans and PPMD programs for the District. Plan and coordinate the work of the office, and interface both internally and externally to ensure corporate effort will result in quality projects. Make programming decisions that impact long- range course of action of critical importance. Review and approve funding and manpower estimates to ensure there are sufficient resources to support District and project objectives. Participate with functional divisions in development of Initial Project Management Plans (IPMP). Provide guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring project issues are quickly solved. Lead Project Delivery Business process training for the District. Submit requests for personnel actions; establish performance standards and make performance evaluations; approve performance awards; hear employee complaints and grievances. Review end products of functions supervised for completion, adequacy, and quality. Specialized Experience: One year of specialized experience which includes: Applying technical expertise and extensive knowledge of management concepts, principles, and practices to develop, administer and manage programs related to Civil Works, Military, Environmental or similar projects; Conducting program review and analysis briefings to compare progress with objectives and established milestones; Making technical recommendations and decisions on programming matters related to functional elements such as Planning, Engineering, Construction, Operations, Resource Management, Real Estate, and Contracting; Providing supervision to subordinate staff, managing daily and long-term workload and coordinating the work requirements associated with assigned program.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
