PROGRAM MANAGER
Summary About the Position: Serves as the Chicago District's Programs Management expert, responsible for functions in multi-missioned fields for water resource development across multiple states and is delegated full responsibility for the program development and coordination. Responsibilities Responsible for the overall development, formulation, presentation and execution of current and long-range Civil Works programs, including the development of future investment priorities. Prepare the District's Civil Works program for presentation and defense at the Division Office, HQUSACE, OASA (CW), OMB, and Congress. Analysis program funds, work and work schedules, capital plant, existing manpower and organizational configurations, and contracting levels to evaluate the workload required by the program. To qualify at the GS-13 grade level, your application must reflect:Specialized Experience: One year of specialized experience which includes: development, defense, and execution of the annual civil works budget; analyzing and evaluating the productivity, effectiveness, and efficiency of budget/programming operations to meet program management milestones and schedules; monitoring all project funds through the established budgetary and financial databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Oral Communication Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Position may be filled as a Temporary Appointment NTE 2 year.
